On April 23, 2020, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology and the National Development and Reform Commission jointly issued the Notice on Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles. The implementation period of the financial subsidy policy for the promotion and application of new energy vehicles will be extended to the end of 2022, and the subsidy standards for 2020-2022 will be reduced by 10%, 20% and 30% respectively on the basis of the previous year.

From 2020, the amount of new energy passenger cars and commercial vehicles to be declared and liquidated at one time should reach 1 10,000 and 1 10,000 respectively. The price of new energy passenger cars before subsidy must be below 300,000 yuan (including 300,000 yuan), and the "power-changing mode" vehicles are not subject to this regulation.

In 2020, technical indicators such as energy density of power battery system will not be adjusted, and the energy consumption of new energy vehicles and the driving range threshold of pure electric passenger cars will be moderately increased.

In addition, subsidies for the purchase of fuel cell vehicles will be adjusted, and demonstration cities will be rewarded with "awards instead of subsidies".

The New Deal will be implemented on April 23, 2020, with a transition period from April 23 to July 22.
