Why can't GCPD control Gotham's crime in Batman?

This is a magical setting. As far as I know, Batman has sponsored GCPD as Bruce Wayne for many times, and even made GCPD form an armed action force to deal with various crises. Although this is really effective for GCPD, all kinds of inexplicable things always make people speechless. For example, the mayor's campaign is often disturbed by clown fans. Yes, the mayor of gotham city used to please clown fans for votes, and the mayor is the representative of gotham city's defeat.

Secondly, the villains in Gotham are far from being able to deal with by GCPD. GCPD exists most of the time because traditional criminals, such as the black-masked double-faced penguin, rely on gangs to make money.

Most criminals against humanity, such as clown riddlers, are not interested in destroying GCPD.

In fact, traditional criminals can be handled by GCPD. Even if Bain's high IQ is still a traditional crime, GCPD can suppress one or two. Although the plot is often killed, as far as the matter itself is concerned, there is no problem with weapons.

But criminals against humanity are far more exaggerated than they are. We can see from the battle between riddlers and clowns that once these criminals go crazy, their openness is beyond the processing capacity of GCPD. Take the American ZF in the comic book as an example.
