Article 40 The state practices the system of farmland protection, returning farmland to forests, fallow cultivation and recuperation of grasslands, forests, rivers and lakes. It is forbidden to discharge sewage and sludge with excessive heavy metals or other toxic and harmful substances into agricultural land, as well as dredged sediment, tailings and slag that may cause soil pollution; It is forbidden to use toxic and hazardous wastes as fertilizers or for land reclamation.

Article 52 Local people's governments at or above the county level shall make overall planning, construction, management and protection of urban and rural roads, garbage and sewage treatment, water supply, power supply, gas supply, logistics, passenger transport, information and communication, radio and television, fire protection, disaster prevention and mitigation, and other public infrastructure and newly-built infrastructure. Promote the interconnection of urban and rural infrastructure, ensure the energy demand for rural development, ensure the safety of rural drinking water and meet the production and living needs of farmers.
