The Chinese militia is the mass armed forces not detached from production under the leadership of the Chinese ****productivity party, an integral part of the armed forces of the Chinese people*** and the state, and an assistant and reserve force of the Chinese People's Liberation Army.

With the development of national defense modernization, the militia organization has developed from a single infantryman into a basic militia team including anti-aircraft guns, ground artillery, communications, engineers, chemical defense, reconnaissance, as well as professional and technical detachments of the navy and air force.

The Chinese militia was first established during the First Civil Revolutionary War. During the Revolutionary War, the militia made great contributions to the liberation of the nation, the expulsion of the Japanese invaders and the establishment of New China. After the founding of New China, the Chinese militia played a major role in building and defending the motherland.

The militia is the state's reserve armed force. China's National Defense Law stipulates, "The militia, under the command of the military authorities, shall be responsible for combat readiness duties, defense and combat tasks, and shall assist in the maintenance of public order."

In order to ensure that this task is accomplished, it is necessary to establish various basic systems concerning the militia. China's militia construction in the new era has made great achievements. A leadership system for militia organizations under the leadership of the State Council and the Central Military Commission has been established by law. Militia work throughout the country is supervised by the General Staff Department; the major military districts are responsible for militia work in their own regions in accordance with the tasks entrusted to them by their superiors; provincial military districts, military subdistricts, and county (municipal) People's Armed Forces Departments are the leading and commanding organs of the militia in their own regions; and there are People's Armed Forces Departments in townships, townships, some streets, and enterprises and public institutions, which are responsible for militia and military service work. Local people's governments at all levels, the principle leadership of the militia work, the militia work organization and supervision.

The tasks of the militia are:

(1) to take an active part in socialist modernization and to take the lead in completing production and various tasks;

(2) to undertake war preparations and duties, to defend the frontiers and to maintain public order;

(3) to be ready to enlist in the army and to fight in wars, to resist aggression, and to defend the motherland.

The Regulations on the Work of the Militia stipulate that the tasks of the militia are:

(1) to establish and consolidate militia organizations, to improve the quality of the militia's military and political affairs, to equip and manage the militia's weapons and equipment, and to stockpile the reserves needed in wartime;

(2) to mobilize the militia to take part in socialist modernization and construction, and organize the militia for war-readiness and duty, and the maintenance of public peace and order;

(iii) organizing the militia to participate in war, supporting the front line, resisting aggression and defending the motherland.

In order to strengthen the construction of national defense reserve forces, the formation of militia emergency detachments began after the 1987 National Border and Sea Defense Militia Work Conference. The Militia Emergency Response Unit is a fist force to cope with emergencies and maintain social stability. After more than 10 years of construction in large and medium-sized cities and key areas such as the border and sea defences, the militia emergency units have stepped onto a regularized construction track, basically modernizing their weapons and equipment, modernizing their communication tools, and becoming a well-qualified, fast-mobilizing and highly capable team. At the same time as strengthening the construction of the militia's emergency units, the construction of specialized technical units of the militia has been strengthened.

At present, the country*** has set up nearly 10,000 counterpart specialized detachments and organized tens of thousands of militiamen, giving full play to the role of a reserve army in ordinary production and construction, rescue and disaster relief and military activities.

Militia system

The People's Republic of China*** and the National Military Service Law provides that townships, ethnic townships, townships and enterprises establish militia organizations, and that all male citizens between the ages of 18 and 35 years old who meet the conditions for military service, in addition to active service, should be organized into militia organizations to serve in the reserves.

The militia is divided into the basic militia and the ordinary militia; soldiers under the age of 28 who have left active service and those who have undergone military training, as well as those selected for military training, are organized into the basic militia. The rest of the male citizens between the ages of 18 and 35, who have been appointed to military service, are organized into the ordinary militia. Female militiamen are organized into the basic militia only, and their numbers are kept within appropriate ratios. The age of the basic militia may be appropriately relaxed in units with special circumstances in land and sea frontiers, ethnic minority areas and cities. The militia must be physically fit and politically reliable.

The Military Service Law provides for the implementation of a system combining militia and reserve service. First, the provisions of the basic militia for a class of reserves, ordinary militia for the second class of reserves; second, to participate in the militia organization and service reserve age, political and physical conditions consistent; third, where there is a militia organization, at the grass-roots level of the work of combining the two, so that the grass-roots militia organization to become the basic form of organization of the reserves. For those who are not organized into militia organizations but meet the conditions of the militia, they are registered for reserve service.

Organization of the militia

Generally, the militia is organized into squads, platoons, companies, battalions, and regiments in accordance with the number of militiamen in townships (towns), administrative villages, and factories and mining enterprises. The basic militia, ordinary militia, male militia, female militia, should be organized separately. Administrative villages generally organize militia companies (battalions) to lead the village's basic militia and ordinary militia. Townships and townships to organize the basic militia battalion or company, leading the whole township of the basic militia. Urban militia organization, large-scale factories and mining enterprises can be workshop, sub-factory as a unit organization, small and medium-sized enterprises can be implemented across the workshop, shift organization.

Militia training

The training of militia cadres and basic militia is, in principle, organized and implemented by the People's Armed Forces Departments of counties (cities and districts). According to the requirements of the training syllabus, the cadres training time is 30 days, usually completed within a year; militia training time is 15 days, once completed. Through training, cadres are equipped with the appropriate military skills and organizational and command abilities, and are able to improve their ability to carry out their own work; militiamen learn to use the weapons and equipment in their hands and master basic military skills; and detachments are able to carry out general combat tasks. Militia cadres are primarily trained in command and pedagogy at their level, and basic militia members are primarily trained in technical and tactical fundamentals. Professional and technical soldiers training time, according to the training of hair militia needs, generally at present has built a lot of county-level militia training bases, the militia in the base of the bulk of the implementation of centralized training. According to the need, also formed a number of professional and technical training centers. These bases and centers have met the requirements of being able to eat, live and train. In terms of training methods, electrochemical teaching and simulation training have been vigorously promoted, and image and visual teaching have been implemented, resulting in a greater improvement in the quality of training. Attention to focus in training, militia cadres, emergency units and specialized technical units of the training has been further strengthened.
