Regulations of Jinggu Dai and Yi Autonomous County, Yunnan Province on the Protection of National Folk Traditional Culture

article 1 in order to protect, inherit and carry forward the excellent traditional culture of ethnic people, develop ethnic cultural undertakings and promote coordinated economic and social development, these regulations are formulated in accordance with the law of the people's Republic of China on regional ethnic autonomy, the law of the people's Republic of China on intangible cultural heritage and other relevant laws and regulations, combined with the actual situation of Jinggu Dai and Yi Autonomous County (hereinafter referred to as the autonomous county). Article 3 The traditional folk culture mentioned in these Regulations includes:

(2) representative ethnic and folk literature, drama, folk art, music, dance, calligraphy and painting, sculpture, etc.;

(3) Etiquette, festivals, sports, recreation and religious culture with national and folk cultural characteristics;

(4) Folk houses, costumes, utensils, utensils, traditional diets, etc. that reflect the production and living customs of all ethnic groups;

(5) representative buildings, facilities, Buddhist relics, temples, signs and specific natural places with national and folk cultural characteristics;

(6) Manuscripts, classics, documents, couplets and oral culture with historical, scientific and artistic values;

(7) inheritors of national folk culture and their knowledge and skills;

(8) National and folk spinning, weaving, dyeing, embroidery and other traditional craftsmanship and arts and crafts treasures;

(9) ethnic and folk traditional medicine and medicine;

(1) Other traditional ethnic and folk cultures that need to be protected. Article 4 The protection of ethnic and folk traditional culture in Autonomous County shall be based on the principles of protection first, rescue first, government leading, social participation, rational utilization, inheritance and development. Fifth Autonomous County People's Government shall strengthen the leadership over the protection of ethnic and folk traditional culture and incorporate it into the national economic and social development plan. Sixth Autonomous County People's government department in charge of culture is responsible for the protection and management of national folk traditional culture within their respective administrative areas. Other relevant departments shall do a good job in relevant work according to their respective responsibilities.

The third week of April every year is the publicity week of ethnic and folk traditional culture in Autonomous County. Article 9 Autonomous County People's Government shall strengthen the construction of cultural centers, libraries, national museums, township (town) cultural stations, village cultural activity rooms and national cultural heritage bases, and improve relevant supporting facilities. Tenth Autonomous County People's government departments in charge of culture shall organize the survey, collection, collation, translation, publication, research and other work of national folk traditional culture, and establish files and databases. Eleventh Autonomous County People's government departments in charge of culture should strengthen the cultivation of national folk traditional culture professionals.

Article 14 The representative inheritors of ethnic and folk culture, the hometown of ethnic culture, the protected areas of ethnic traditional culture and the protected units of ethnic and folk culture in Autonomous County shall be named or approved by the Autonomous County People's Government and announced to the public. Article 15 A citizen who meets one of the following conditions may declare or be recommended as a representative inheritor of national folk culture:

(1) A citizen who is recognized by the local people and the national people as familiar with the connotation, form, process and rules of national folk traditional cultural activities;

(2) being proficient in traditional folk culture and skills;

(3) mastering and preserving a certain number of original documents of ethnic and folk traditional culture and other physical objects and materials.
