Measures for the Administration of Timber Transportation in Jiangxi Province

Chapter I General Provisions Article 1 In order to strengthen the management of timber transportation, maintain the order of timber transportation, protect legal circulation and control the consumption of forest resources, these measures are formulated in accordance with the Forest Law of People's Republic of China (PRC) and the relevant provisions of the state. Article 2 The term "wood" as mentioned in these Measures includes:

(a) all timber listed in the national standards and industry standards;

(two) all timber included in the provincial enterprise standards;

(3) Finished and semi-finished wood products, commercial firewood and charcoal;

(4) Original bamboo, bamboo pole, bamboo fence, bamboo springboard, bamboo pole and bamboo chips;

(five) other products made of wood and bamboo. Article 3 These Measures shall apply to timber transportation within the territory of this province. Transportation of transit timber from other provinces shall be carried out in accordance with the provisions of the province of departure. Chapter II Handling of Transport Certificates Article 4 Unless otherwise stipulated by laws, regulations and national policies, timber transport must be carried out with a timber transport certificate (hereinafter referred to as the transport certificate) issued by the forestry administrative department. The transport certificate is valid from the starting point to the end point. Article 5 Individuals carrying or consigning small wooden finished products with less than two packages are exempt from the transport license. Article 6 Imported plywood (including wood-based panels, such as rich boards and gorgeous boards, which have been processed twice in China) shall be released on the basis of domestic and foreign goods invoices or material allocation forms, and the transportation license shall be exempted.

The transportation of paper and matches is exempt from the transportation license. Seventh timber transportation out of the province, the use of the provincial transportation certificate printed by the Ministry of Forestry, shall be handled by the provincial forestry administrative department or its entrusted unit; The transportation of timber across provinces (cities) and counties (cities, districts, the same below) shall be handled by the forestry administrative departments at or above the county level, and the transportation vouchers uniformly printed by the provincial forestry administrative departments shall be used; The transportation of timber in the county shall be handled by the county forestry administrative department or its entrusted unit by using the transportation certificate printed by the county forestry administrative department.

(3) The transportation of wood finished products and semi-finished products produced by approved wood processing units shall be handled with the vouchers of the Ministry of Forestry when purchasing materials or the transportation vouchers and charging vouchers when purchasing materials;

(four) when a unit or individual moves, it transports the wooden furniture for its own use, and the unit shall handle it with the relocation documents; Individuals shall be handled with the proof of account migration or job transfer;

(five) the transportation of imported timber shall be handled by the import timber allocation certificate;

(six) the transportation of wood and its finished products and semi-finished products purchased from other places and sold locally, or processed into finished products and semi-finished products and sold locally, shall be handled by the transportation certificate or other valid documents of the original place of purchase.

The charging standards for handling transport permits shall be formulated by the provincial forestry administrative department in conjunction with the provincial finance and price departments. Article 9 For all kinds of wood finished products and semi-finished products, the volume of imported plywood and non-wood-based panels shall be deducted, and the specific standards shall be formulated by the provincial forestry administrative department in conjunction with the provincial standards administrative department. Article 10 The authorities that issue transport documents shall carefully examine the documents submitted by the applicants, and issue transport documents in time if they meet the requirements. In any of the following circumstances, the issued transport certificate shall not be issued or revoked:

(1) Exceeding the planned sales;

(2) The documents submitted are incomplete;

(3) Trafficking in timber without permission;

(four) other transportation of timber in violation of the relevant provisions of the state. Article 11 Once the transport license is issued, it shall not be changed. If it needs to be changed due to special circumstances, it shall be inspected and verified before the timber shipment, and the original license issuing organ shall recover the original license and re-apply for the transportation license. Twelfth transport certificate stub must be kept for future reference, the retention period is 5 years, and the expiration of the period shall be cancelled by the forestry administrative department at or above the county level. Chapter III Transportation of Timber Article 13 The shipper shall transport timber according to tree species, timber species, specifications, quantity, mode of transportation, receiving and dispatching unit, starting and ending place, time limit, etc. Indicate it in the transport certificate.

In highway and waterway transportation, if it is impossible to reach the destination within the prescribed time limit due to special circumstances, a new transportation certificate shall be issued to the forestry administrative department where the transportation certificate is located or the unit entrusted by it within the validity period of the transportation certificate. If the transport certificate expires, it will not be processed. Fourteenth whoever needs to transport timber out of the county or province by railway, waterway or highway shall go through the transportation formalities at the railway and transportation departments with valid transportation documents.

Units or individuals that carry timber shall carry it with valid transport documents. Fifteenth in the road and waterway transportation of timber, the implementation of a car with a license, a ship (platoon) with a license, the goods and certificates are consistent. Units or individuals that transport timber on highways should take the initiative to accept the inspection of timber inspection stations. Before shipping by water, the owner should take the initiative to go to the local timber inspection station for inspection, and the timber inspection station should conduct inspection within two days after receiving the inspection. Except in special circumstances, inspection is not carried out in the process of water transport, and if inspection is really necessary, it shall be carried out by the timber inspection station at the destination port; Out of the province, verified and checked by the timber inspection station where the household registration is located.
