Chapter I General Provisions Article 1 In order to improve the rural habitat environment, build ecologically livable and beautiful countryside, and promote the implementation of the strategy of rural revitalization, according to the "Chinese People's Republic of China *** and the countryside revitalization promotion law" "Chinese People's Republic of China *** and the country's urban and rural planning law," and other laws and regulations, and in conjunction with the actuality of the city, the formulation of these regulations. Article 2 These regulations shall apply to the governance of rural human settlements and their related management activities within the administrative area of the city.

The governance of rural human settlements referred to in these regulations refers to the planning, construction, management and supervision of rural human settlements with village planning, control of construction of farm houses, management of domestic garbage, management of domestic sewage, toilet renovation, and beautification and greening of villages as the main contents. Departments such as development and reform, civil affairs, finance, natural resources, ecological environment, housing and urban-rural construction, transportation, water conservancy, health, forestry and other departments of the people's governments of cities, counties (cities and districts) shall be responsible for the work relating to the governance of rural human settlements in their respective areas of responsibility. Article 6 The village committee shall assist and cooperate with the township people's government (street office) to organize and carry out the work of rural habitat management.

Article 7 cities, counties (cities, districts), township people's governments (street offices) shall strengthen the publicity and education of rural human settlements environmental governance, and enhance public participation in rural human settlements environmental protection and governance activities.

Newspapers, radio, television, networks and other news media shall publicity and public opinion supervision of rural habitat environmental protection and governance.

The competent authorities in charge of education shall incorporate the legal norms and scientific knowledge and civilized habits related to environmental protection and governance of rural human settlements into the education of schools and kindergartens, as well as social practice. The approved village planning is the legal basis for carrying out land space development and protection activities, implementing land space use control, issuing planning permits for rural construction projects, and carrying out various constructions. No unit or individual may change without authorization.

Approved village planning, township people's government, the villagers' committee shall, in accordance with the provisions of the public and long-term announcement, to facilitate villagers to inquire and monitor the implementation.

Cities, counties (cities, districts) people's governments of natural resources departments should strengthen the village planning, implementation of supervision and guidance, and regularly carry out the assessment of village planning, enhance the relevance, effectiveness and practicality of planning.
