First, clear work objectives.
Through hard work, by the end of the Twelfth Five-Year Plan, the phenomena of blind development, low-level redundant construction and serious food waste of some enterprises in the city have been effectively curbed, the technology and management level of food saving have been greatly improved, the policies, standards and measures for food saving have been continuously improved and well implemented, the losses and waste of food and food in production, acquisition, storage, processing, transportation and consumption have been significantly reduced, the quality of food and food has been greatly improved, and the whole society cherishes food and food.
Second, strengthen tasks and responsibilities.
Municipal Development and Reform Commission is responsible for organizing and coordinating the work of saving food and opposing waste. Science and technology, quality supervision, health, tourism, trade unions, the Communist Youth League, women's federations, associations and other departments and units should actively do a good job in saving food according to their respective characteristics. All localities should formulate specific implementation plans in light of the actual situation to ensure that all grain-saving measures are implemented.
Third, the implementation of work measures
(1) Strengthening grain production and aquaculture economy. The first is to implement the strictest farmland protection system. Focus on promoting the first-phase project of modern grain logistics center and the construction of Songzi grain logistics park. Conditional catering enterprises should actively provide nutritional catering services for customers. Encourage the development of popular catering and catering chain operations, speed up the construction of staple food processing and distribution centers, and actively create "green" hotels. Accelerate the informatization construction of catering industry and reduce the waste of grain and food procurement, storage, transportation and processing. Strengthen the management of kitchen waste and actively promote the resource utilization of kitchen waste.

Organs, schools, enterprises and institutions should change their management and service mechanisms, actively promote the outsourcing of catering services, strengthen economic accounting and cost control, and strengthen the procurement, storage and processing management of grain, non-staple food and raw materials to prevent deterioration. Signs or posters should be placed in restaurants to remind diners to pay attention to economy, and managers should strengthen inspections and criticize and educate the dumping of leftovers.
(eight) pay close attention to the administrative organs to take the lead in saving food. Administrative organs at all levels, especially leading cadres, should play an exemplary role, take the lead in saving food and oppose waste. We must strictly abide by the "Regulations on the Administration of Domestic Official Reception of Party and Government Organs" and strictly prohibit public funds from eating and drinking. Formulate and improve the management measures for official reception fees, strictly implement the designated dining system for official reception, arrange meals without exceeding the standard, minimize the number of people accompanying meals, advocate buffet forms, and generally do not arrange banquets. Efforts should be made to reduce the number of meetings, control the number of participants, advocate short meetings, and try not to arrange meals for meetings. If it is really necessary to arrange meetings or activities for meals, buffet meals shall be arranged in government canteens or designated hotels in accordance with the prescribed food standards. Business travelers should take the initiative to pay meals to the reception unit in accordance with the relevant provisions of travel expenses management, and may not participate in banquets arranged in violation of regulations.

We will continue to carry out World Food Day and Food Care Publicity Week to raise the awareness of saving food in the whole society. Strengthen the education of saving grain for teenagers and children. Take various forms to educate teenagers and children to develop good habits of cherishing and saving food. Education administrative departments and all kinds of schools should carry out in-depth activities to create conservation-oriented schools, regard cherishing food and saving food as an important part of the theme activities of "creating conservation-oriented schools", adopt various forms and methods, and carry out in-depth publicity in all kinds of schools at all levels in the city. Conditional schools should organize students to carry out agricultural production experience activities, so that students can feel the hardships of labor and food production, establish the concept of "saving food is glorious and wasting food is shameful", and consciously cherish every grain.
(10) Strengthen supervision and inspection. All localities and relevant departments should regularly organize special inspections on grain saving, focus on strengthening the inspection of official reception activities, catering enterprises, hotels, restaurants, institutions and schools, and urge the rectification of outstanding problems found, informed criticism; Good experiences and practices at work should be summarized and popularized in time.
