What is the concept of cleaner production?

The so-called cleaner production (CP) refers to the production, management and planning system composed of a series of cleaner production schemes that can meet the requirements of sustainable development. It is a macro concept, which is relative to the traditional extensive production, management and planning system. At the same time, it is a relatively dynamic concept, which is relative to the existing production technology and products. It still needs to improve and improve its cleanliness level with the progress of science and technology.

Some countries have adopted different formulations when proposing to change the traditional production development mode and pollution control strategy, such as waste minimization, waste-free and less-waste technology, clean technology and pollution prevention. However, these concepts can not contain the above multiple meanings, especially can not accurately express the new strategy of combining environmental pollution prevention with sustainable development of production. To this end, the United Nations Environment Programme and UNEPIE/PAC adopted the term "cleaner production" to represent a wide range of pollution prevention methods from raw materials, production technology to product use.

The definition of cleaner production has not been reached, but its connotation can be summarized as follows:

(1) Cleaner production includes: ① clean energy and production process A. Choose green resources and pay attention to the use of pollution-free and economical new energy and new resources, such as solar energy, wind energy, ocean energy, tidal energy, geothermal energy, biomass energy and other renewable new energy; B. Clean use of fossil fuels, speed up technological transformation focusing on energy conservation and improve energy efficiency; Adopt pollution-free and less-polluted technologies and new equipment to save energy and resources; Recover and recycle raw materials, comprehensively use scraps and waste materials, improve resource utilization and reduce the consumption of earth resources; D strengthen the management of process, equipment, storage and transportation of raw materials and the management of production organization process to reduce material loss and leakage accidents; E. comprehensive treatment of "three wastes" of discharged pollutants. (2) Cleaning products A. The materials used in the products should be nontoxic, easy to decompose and clean the products and living space; B. The product should have reasonable use function and service life, and the characteristics of energy saving, water saving, electricity saving and low noise; C. After use, the product contains no factors harmful to human health and ecological environment, and is easy to recover, reuse and regenerate; Additional services and additional benefits constitute additional products of green products.

(2) The goal of cleaner production: ① In the production process, eliminate and reduce the generation and discharge of waste and dirt, so as to realize the rational utilization of resources, promote the compatibility of product production and consumption with the environment, and reduce the harm of the whole production activity to human beings and the environment. (2) through the effective use of resources, the replacement of short resources, the reuse of resources, energy saving, material saving and water saving, the rational use of resources can be realized and the exhaustion of resources can be slowed down.

(3) Cleaner production should run through two "whole processes": ① the whole process of production organization. That is, from product development, planning, design, construction to operation management, take necessary measures to prevent pollution. ② The whole process of material transformation. That is, from raw material processing to product production, product use and even scrap treatment, necessary measures are taken to implement pollution control.
