Regulations of Guizhou Province on Safeguarding Public Cultural Services

Chapter I General Provisions Article 1 In order to strengthen the construction of modern public cultural service system, safeguard people's basic cultural rights and interests, inherit excellent traditional culture, carry forward socialist core values, enhance cultural self-confidence and promote cultural prosperity, these Regulations are formulated in accordance with the provisions of the Law of People's Republic of China (PRC) on the Protection of Cultural Services and in light of the actual situation of this province. Article 2 These Regulations shall apply to the provision, guarantee and corresponding management activities of public cultural services within the administrative area of this province. Article 3 Public cultural services shall adhere to the principles of correct orientation, government-led, social participation, public welfare, equality and convenience. Article 4 The provincial people's government is responsible for the guarantee of cultural services in the province, and the people's governments of cities, prefectures and counties are responsible for the guarantee of cultural services in the province.

The people's governments at or above the county level shall incorporate public cultural services into the national economic and social development plan at the corresponding level, strengthen the construction, management and maintenance of public cultural facilities, improve the public cultural service system, and improve the efficiency of public cultural services. Article 5 The relevant departments at or above the county level shall perform the duties of ensuring public cultural services in accordance with the following provisions:

(a) the competent department of culture and tourism is responsible for the development of public cultural undertakings, promote the construction of public cultural service system, implement the project of benefiting the people through culture, and promote the standardization and equalization of basic public cultural services as a whole;

(two) the competent department of press and publication is responsible for organizing and guiding the nationwide reading and the follow-up management of rural bookstores;

(three) the competent department of radio and television is responsible for guiding and promoting the standardization and equalization of radio and television cultural services, and organizing and coordinating the implementation of public welfare projects and public welfare activities;

(four) the competent department of sports is responsible for promoting the construction of public sports service system, guiding the construction, supervision and management of public sports facilities;

(five) other departments are responsible for the work related to public cultural services within the scope of their respective duties. Sixth Township People's governments and sub-district offices are responsible for the daily management of public cultural facilities such as grassroots comprehensive cultural service centers and organize mass cultural activities.

The village (neighborhood) committee shall carry out mass cultural and sports activities according to the needs of the village (neighborhood) people and assist the relevant departments of the local people's government to carry out public cultural services. Seventh trade unions, the Communist Youth League, women's federations and other people's organizations and public cultural organizations such as the Federation of Literary and Art Circles and the Association for Science and Technology should do a good job in public cultural services in light of the actual work. Eighth people's governments at or above the county level shall establish a comprehensive coordination mechanism for public cultural services, and make overall planning, coordination, guidance and promotion of public cultural services. The competent department of culture and tourism undertakes the specific responsibilities of comprehensive coordination. Article 9 People's governments at all levels shall strengthen the construction of grass-roots public cultural service system, guarantee the funding arrangement, facilities construction, service provision and staffing, increase support for public cultural services in old revolutionary base areas, ethnic minority areas and rural areas, and promote the standardization and equalization of basic public cultural services. Article 10 People's governments at all levels should vigorously carry forward excellent traditional culture and advanced socialist culture, inherit the red culture represented by the Long March culture, and carry out public cultural service activities in combination with national culture, ecological culture and historical culture. Eleventh people's governments at or above the county level shall strengthen the overall planning of cultural tourism facilities construction and product development, and promote the integrated development of public cultural services and culture, tourism and other industries. Twelfth encourage and support social forces to participate in public cultural services, cultivate relevant social organizations, and standardize their public cultural services. Thirteenth individuals, enterprises and institutions and social organizations that have made outstanding contributions to the protection of public cultural services shall be commended and rewarded in accordance with the relevant provisions of the state and the province. Chapter II Construction and Management Article 14 The people's governments at or above the county level shall incorporate the construction of public cultural facilities within their respective administrative areas into the national spatial planning, make overall planning and determine the types, quantity, scale and layout of public cultural facilities, and publish the catalogue of public cultural facilities and relevant information.

The term "public cultural facilities" as mentioned in these Regulations refers to buildings, venues and equipment that provide public cultural services such as cultural entertainment, cultural exchange and dissemination, cultural exhibitions, popularization of science, national reading, national fitness, cultural sites and heritage. Fifteenth people's governments at all levels shall, in accordance with the relevant provisions and standards of the state and the province, build the following public cultural facilities:

(1) The province should build public cultural facilities such as public libraries, museums, cultural centers, art galleries, science and technology museums, stadiums, intangible cultural heritage museums, cultural palaces, youth palaces, activity centers for women and children, activity centers for the elderly, and radio and television transmission coverage facilities;

(2) The city (state) shall build public cultural facilities such as public libraries, museums, cultural centers, art galleries, science and technology museums, stadiums, cultural palaces, youth palaces, women's and children's activity centers, elderly activity centers, intangible cultural heritage exhibition and learning places, and radio and television transmission and coverage facilities;

(3) Counties (cities, districts, special zones) shall build public cultural facilities such as public libraries, cultural centers, sports venues, activity centers for women and children, activity centers for the elderly, public newspaper reading columns (screens), radio and television transmission coverage facilities;

(4) Towns (streets) should rely on cultural stations to build grass-roots comprehensive cultural service centers, farmer's bookstores, staff bookstores, cultural squares, and build public cultural facilities such as sports fitness, radio and television transmission coverage facilities;

(five) in the village (community) integration of cultural activity room, farmer's library, staff library and other resources, the construction of grassroots comprehensive cultural service center, and built sports fitness, radio and television transmission coverage facilities and other public cultural facilities.

Encourage and support qualified counties (cities, districts, special zones) to build public cultural facilities such as museums, art galleries, science and technology museums, traditional national stadiums, intangible cultural heritage exhibition places, and homesickness cultural exhibition places.
