Research on the Countermeasures of Information System Construction of Third Party Logistics Enterprises in China —— A Classic Case of Third Party Logistics

Abstract: From the concrete analysis of the present situation of the third-party logistics enterprises in China, it is very necessary for enterprises to establish logistics information system. The construction of logistics system needs to design different hierarchical structures according to different goals, and needs to be innovated and implemented in practice and constantly improved in order to bring huge benefits to third-party logistics enterprises.

In the development of economic globalization, the third-party logistics, as a specialized integrated logistics operation mode, is more and more respected and favored by people because of its unique advantages such as informationization, networking and intelligence. According to the definition of the national standard "Logistics Terminology" (GB/T 18354-2006), "Third Party Log istics (3PL or TPL for short) refers to a logistics service mode that provides customers with specialized or comprehensive logistics system design or system operation independently of both the supply and demand sides." Therefore, the third party logistics is different from the first party logistics (seller logistics) and the second party logistics (buyer logistics). It provides its professional logistics services by cooperating with the first party or the second party. It neither owns goods nor participates in the sales of goods, but provides customers with serialized, personalized and information-based logistics agency services based on contracts and alliances. This service is based on the development of information technology and the alliance between enterprises.

1. Current situation of information system construction of third-party logistics enterprises in China

With the development of science and technology, China's logistics enterprises have also made great progress. Third-party logistics enterprises have begun to attach importance to the input of business process information, customer information and whole-process logistics service information, and established corresponding logistics information systems. Compared with western developed countries, the informatization construction of China's third-party logistics industry is in the primary stage, which cannot adapt to the rapid development trend of modern logistics standardization, mechanization, intelligence and networking, and restricts the development of the third-party logistics industry. While developing and establishing the information system, the informatization of China's third-party logistics enterprises has also encountered some difficulties, mainly in the following aspects:

Modern logistics operation process is complex, with many links, large amount of information, high technical requirements, and all kinds of logistics information are uncertain and difficult to capture. Traditional logistics professionals can hardly meet the requirements of the rapid development of logistics information technology. At present, China's logistics enterprises lack talents who know both logistics business and logistics technology, which also limits the further development of enterprises to some extent.

1.2 Modern information consciousness is weak

Many contemporary logistics enterprises still have some outdated concepts, such as emphasizing technology, neglecting management, emphasizing development, neglecting maintenance, emphasizing system and neglecting data. Often only pay attention to immediate interests, there is no future planning for information construction. The lag of this concept has seriously affected the development of logistics information system.

Many small and medium-sized logistics enterprises only build hardware equipment and ignore the investment and management of software systems, and ignore the information infrastructure such as information collection, collation and utilization, and fail to establish a comprehensive and systematic maintenance and management system, which affects the normal operation of the system. In particular, information technology is relatively backward, such as logistics information management technology (LIS), electronic data exchange system (EDI), global satellite positioning, GPS and other advanced logistics technologies, which we have little grasp and use. The unbalanced investment structure cannot guarantee the coordinated development between the construction and maintenance of enterprise information systems and the development and utilization of information resources.

As the basis of logistics information platform, the construction level of enterprise internal information management system is also uneven, and the lack of mainstream information system with independent intellectual property rights greatly weakens the important role of logistics information construction in enterprise development.

2. China's third-party logistics enterprise information system construction countermeasures

Strengthening the training of information technology talents and the training of information technology knowledge and skills of logistics practitioners is the key to completely change the backward level of information technology in the logistics field. Small and medium-sized logistics enterprises should broaden the channels of education and training, encourage trade associations, enterprises and universities to carry out multi-faceted and multi-level training, and accelerate the training of information technology R&D talents in the logistics field; We should constantly improve the management concept of managers and fully understand the importance of informatization to the long-term development of small and medium-sized logistics enterprises. When cultivating talents, we should pay attention to the establishment of training environment and practice environment, pay attention to the cultivation of innovation ability and practice ability, and consciously create a mechanism aimed at encouraging employees to compete on an equal footing in the training process.

2.2 Enhance information awareness

China should absorb foreign advanced technology, incorporate logistics information system into the core process of logistics, establish an independent IT department to take charge of related work, and establish a global supply chain resource network, a global user resource network and a computer information network. With the help of information technology, enterprises can integrate business processes, integrate into customers' production and operation processes, and establish an "efficient transaction" management and production model. Only in this way can the management and operation level of logistics enterprises be improved. Logistics information management is not achieved overnight, it is a comprehensive system engineering, not only the investment of software and hardware, but also the improvement of consciousness.

2.3 technical level software system development and maintenance

In order to realize logistics informatization, small and medium-sized logistics enterprises must establish a technical support system consisting of informatization standards, basic information technologies and facilities, transaction processing systems, information management and decision-making systems, e-commerce systems and resource planning systems, and realize logistics supply management and control with management information and decision-making systems such as warehousing management information system, distribution management information system and transportation management information system. Enterprises should proceed from reality, adhere to the combination of advancement and adaptability, and adhere to the personalization of information construction programs. They can set up logistics information technology demonstration and R&D teams with the help of government support and technical support from universities, and under the leadership of information technology institutions, formulate the management system and implementation methods of logistics informatization.

2.4 Establish a unified information standard

In recent years, with the remarkable achievements of informatization in China, the whole logistics industry should establish a unified standard. Because the third-party logistics involves the business activities of many businesses, if each business has its own format, it will inevitably lead to confusion and data exchange, and the repeated work of staff will cause data errors, making it difficult to exchange information, let alone enjoy it. After the unified model is made, the unified format of data will reduce the error rate and improve the work efficiency to a certain extent. Enterprises can conveniently use logistics information to provide customers with fast and high-quality services.
