Implementation plan for promoting key projects of Young Pioneers' practical education

I. Work objectives

Give full play to the advantages of Young Pioneers' organizational education and practical education, actively cooperate with the "double reduction" work, implement key projects of Young Pioneers' practical education, improve the service quality of Young Pioneers on campus, expand the service channels of Young Pioneers off campus, provide activities, positions and team support for the "double reduction" work, and lead the healthy growth and all-round development of children.

Second, key projects

1. Carry out the activity of "applying for Young Pioneers' off-campus practical education camp (base)". Relying on revolutionary memorial venues, museums, planning museums, science and technology museums and other cultural venues and social resources, we will promote schools, off-campus Young Pioneers organizations and local organs, enterprises, institutions and troops to establish a joint education mechanism, establish an off-campus practical education camp (base) for young pioneers, and form a "Young Pioneers Practical Education Map" throughout the country. All primary and secondary school working committees should normally contact not less than 1 off-campus practice education camp (base), and organize young pioneers to participate in off-campus practice activities in the camp (base) with squadrons or brigades as units.

2. Implement the "small community master" action. 3. Establish a mechanism of "grass-roots units under the Youth Palace". Youth palaces around the country should establish contact and coordination mechanisms with schools and communities (villages) under the leadership of local party committees and governments, and under the guidance of the Youth League Committee, the education department and the Youth Working Committee, organize work forces, and carry out key brands to enter schools and communities (villages) after class, national legal holidays, rest days and winter and summer vacations. Youth palaces around the country actively carry out "Mobile Children's Palace" activities, pay attention to strengthening support for rural primary and secondary schools and remote rural areas (communities), send more resource projects to the grassroots, and send colorful Young Pioneers activities to children. 4. Carry out the "Youth Home Red Scarf School" project. In combination with deepening the reform of grass-roots league organizations in counties and relying on the physical position of "Youth House" in urban and rural communities, the "Red Scarf School" project was widely carried out. 5. Create the "Young Pioneers' Public Welfare Social Practice Education" project. Establish an operating mechanism that combines organization and socialization, and guide young pioneers to actively participate after school, national holidays, rest days and winter and summer vacations through practical activities such as juvenile military academy, juvenile police academy, and winter and summer vacations, and carry out labor exercise, social observation, national experience, quality improvement, and personality tempering, thus forming a group of young pioneers' practical brands that are political, ideological, public-spirited, and standardized. The activities of "Children's Social Practice Camp" have been widely carried out in various places, highlighting the advantages of educational guidance and organization, optimizing the content and schedule of practice, and vigorously carrying out various forms of social practice camps. We can guide qualified social institutions to actively participate under the premise of ensuring public welfare, and further improve the socialization level of grassroots young pioneers. The county-level Communist Youth League Committee and the Young Workers' Committee focus on organizing no less than four demonstration off-campus Young Pioneers' practical activities every year.

6. Hold nursing classes in winter and summer vacations. Under the leadership of the local Party committee and government, youth league committees at all levels, education departments and youth working committees actively took the lead, and relevant units jointly organized a caring class with interesting ideas in winter and summer vacations, giving priority to the children of model workers, students from poor families, children of migrant workers and left-behind children.

8. Active young pioneers organize after-school life. Make good use of school after-school service and delayed custody service time, give full play to the role of young pioneers counselors, and organize the young pioneers team meeting and theme team day activities with distinctive themes in a planned and step-by-step manner according to the characteristics of different ages and different periods, and continuously strengthen the young pioneers' organizational awareness.

Third, organize the implementation.

1. Strengthen overall guidance. Communist Youth League committees and working committees at all levels should report to the Party committee and government in conjunction with the main movement of the education department, and incorporate cooperation in the "double reduction" work and promoting the implementation of key projects of the Young Pioneers' practical education into the unified arrangement and deployment of the local party committee and government for the "double reduction" work, and strive for funding guarantee and supporting activities. Education departments at all levels should support the Young Pioneers to carry out on-campus and off-campus practical activities, incorporate them into the important evaluation contents of education supervision at all levels, and refine the evaluation indicators.

2. Strengthen the working mechanism. 3. Do a good job in organization and implementation. Youth League committees, education departments and youth working committees at all levels should formulate detailed work plans according to their work functions. County * * * grass-roots organization reform pilot areas should intensify their work and play a leading role in demonstration. The Youth League Committee at the county level, the education department and the Youth Work Committee should strengthen the role of the main body of responsibility, give specific guidance, and promote the implementation of key projects inside and outside the school.
