Shi Jing Wentong Museum, founded in 1860, is a school run by China government to train foreign language talents during the self-improvement movement in the late Qing Dynasty. He mainly teaches western languages and takes the lead in introducing class organization. It is the earliest new basic education institution established in modern China.

The library has a printing room and a translation room, and has edited and published more than 20 books on natural science, international law and economics. At first, Shi Jing Wentong Museum had only 10 students, and then it gradually increased to about 120 students. Students must have a subject name, such as Juren, officials from Gong Sheng or Beijing, below grade 5, and under 30.

Students are not only free, but also provide meals, books, pen and ink, paper and so on. By the museum, they also give a monthly salary of 10. Those who pass the exam will be rewarded.

Shi Jing Wentong Museum has unified curriculum and management regulations, and basically does not learn traditional subjects such as "Four Books and Five Classics". It is considered as the originator of modern schools in China and the first school in China to adopt the class teaching system.

In the early days, the courses in Wentong Museum were limited to foreign languages, and Chinese courses were also studied. The library of Britain, France and Russia also invites a foreign teacher, and it is agreed in advance that only students are allowed to learn languages and characters, and absolutely no preaching is allowed.
