Regulations on the Protection of Intangible Cultural Heritage in Qianguoerluosi Mongolian Autonomous County

Article 1 In order to inherit and carry forward the excellent traditional culture of the Chinese nation and strengthen the protection and preservation of intangible cultural heritage, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Intangible Cultural Heritage and the Regulations of Jilin Province on the Protection of Intangible Cultural Heritage, and in combination with the actual situation of the former Guoerluosi Mongolian Autonomous County (hereinafter referred to as the Autonomous County). Article 2 These Regulations shall apply to the protection activities such as the preservation, identification, inheritance, dissemination, development and utilization of intangible cultural heritage within the administrative area of Autonomous County and related management.

The intangible cultural heritage as mentioned in these Regulations refers to various forms of traditional cultural expressions handed down from generation to generation by people of all ethnic groups as part of their cultural heritage, as well as related objects and places. Autonomous County People's Government shall establish and improve the scientific mechanism and various systems for the protection of intangible cultural heritage. Article 4 The competent cultural department of the Autonomous County People's Government shall be responsible for the protection of intangible cultural heritage within its administrative area according to law.

Other relevant departments of Autonomous County and townships (fields) and villages (branches and communities) shall, according to their respective functions and duties, do a good job in the protection of intangible cultural heritage.

Autonomous county set up county-level intangible cultural heritage protection leading institutions to coordinate and solve related problems. Fifth Autonomous County People's government departments in charge of culture shall classify, investigate, identify and record the intangible cultural heritage within the administrative area of Autonomous County, and establish databases and files; Organize the identification of representative projects of intangible cultural heritage at the corresponding level (hereinafter referred to as representative projects), and establish a directory and data system. When establishing a list of representative projects, priority should be given to endangered projects and ethnic minority projects.

The investigation of intangible cultural heritage shall obtain the consent of the respondents, respect their customs and habits, and shall not harm their legitimate rights and interests. Intangible cultural heritage protection institutions shall follow the principle of voluntariness and pay reasonable remuneration when collecting valuable materials and objects of intangible cultural heritage owned by individuals and units.

The representative projects listed in the restricted list at the corresponding level shall not be photographed, videotaped or recorded by any organization or individual without the approval of the competent cultural department of the Autonomous County People's Government. Intangible cultural heritage materials, objects or carriers owned by individuals and units entering the market circulation shall comply with the provisions of relevant state laws and regulations. Sixth representative projects declared by citizens, legal persons or other organizations of Autonomous County shall be organized by the competent cultural department of the Autonomous County People's Government in accordance with the law for expert review and publicity, and reported to the people's government at the same level for identification and publication. Seventh projects included in the list of representative projects of autonomous counties shall meet the following conditions:

It has historical, literary, artistic and scientific value;

(two) the typical and representative of excellent traditional culture;

(3) It has the characteristics of being handed down from generation to generation in a certain group or region;

(four) with regional or ethnic characteristics, which has a great influence in the administrative area. Article 8 The competent cultural department of the Autonomous County People's Government shall implement classified protection for representative projects, adopt different protection measures and methods for endangered, well-preserved, productive and representative projects of ethnic minorities, and formulate corresponding protection plans.

Autonomous County People's Government of endangered intangible cultural heritage buildings, sites, relics and their appendages shall delimit the scope of protection, make signs, establish special files, and take effective measures to protect them in urban and rural planning and construction. If it is really necessary to relocate or dismantle the project due to national construction, it shall be reviewed by the competent cultural department of the people's government that announced the project and reported to the people's government that announced the project for approval.

Within the scope of intangible cultural heritage protection, no unit or individual may carry out other construction projects or operations such as blasting, drilling and excavation without approval. Article 9 Intangible cultural heritage listed in the list of representative projects shall be clearly protected by the competent cultural department of the people's government at the corresponding level.

The areas where representative projects are relatively concentrated shall be named as cultural and ecological protection areas (townships, towns and villages) by the people's government of Autonomous County, and the overall protection shall be implemented to protect the original appearance of famous towns, old streets and traditional villages and the lifestyle of aborigines. Tenth to encourage and support social groups, research institutions, universities, enterprises, institutions, individuals and other social forces and private capital to participate in the research, publicity, protection, inheritance and development and utilization of intangible cultural heritage.

Encourage and support foreign cooperation and exchanges in the protection of intangible cultural heritage according to law. Eleventh autonomous county representative inheritors (hereinafter referred to as the representative inheritors) shall be examined, publicized, identified and published by the competent cultural department of the Autonomous County People's Government, and a list and information base of representative inheritors at the corresponding level shall be established. Twelfth representative inheritors shall meet the following conditions:

(1) Mastering project skills;

(2) Being recognized as representative, authoritative and influential in a certain region or field;

(3) Actively carry out inheritance activities and cultivate inheritors. Thirteenth Autonomous County People's government has a plan to cultivate and introduce intangible cultural heritage protection professionals, and give policy care according to the relevant provisions of the state and province.

Protect the rights and interests of representative inheritors according to law, and give reasonable labor subsidies to representative inheritors engaged in related activities.

Organizations and individuals that have made outstanding contributions to the protection of intangible cultural heritage shall be commended and rewarded after performing the examination and approval procedures in accordance with state regulations.
