Types of Terrorism In early 1975, when the National Institute of Justice established the National Advisory Committee on Criminal Justice Norms and Objectives, one of the five volumes written by the committee was titled "Unrest and Terrorism" by the Task Force on Unrest and Terrorism, and they categorized the types of terrorism into six categories.

Civil unrest-collective acts of violence that disrupt peace, security, and the normal functioning of society.

Political Terrorism- Violent criminal acts planned to create fear in society in pursuit of political objectives.

Non-Political Terrorism- Terrorism that is not predicated on a political purpose, demonstrating "an intentional effort to create a high level of fear, ultimately for individual or collective gain, but without political intent."

Terrorism-like - an adjunct to violent criminal acts, resembling true terrorism in form and expression, but lacking its elements. Its primary purpose is not to cause panic, but terrorism-like utilizes the forms and techniques of terrorists to achieve similar results [73]. For example, hostage-taking by fugitive felons is a form of terrorism, similar in pattern to terrorism but with a very different purpose.

Limited Political Terrorism-True political terrorism takes the form of revolution, limited political terrorism is "ideologically or politically motivated terrorist activity that does not seek to seize control of the state".

State Terrorism - "refers to a state ruled by terror or oppression to a degree comparable to that of terrorism", and can also refer to terrorist activities carried out by a government in pursuit of its political objectives or its foreign policy.
