1978 since the reform and opening up, we have always adhered to the diplomatic work layout of "focusing on big countries, giving priority to neighboring countries, taking developing countries as the foundation and multilateralism as the stage". After the 18th National Congress of the Communist Party of China, China added the word "public diplomacy" in light of the new international situation and foreign policy, and formally developed China's foreign strategy into a new strategic layout of "five in one", namely, "big countries are the key, neighbors are the first, developing countries are the foundation, multilateralism is the stage, and public diplomacy is the supplement", thus launching a new diplomatic work layout.

Public diplomacy refers to a project initiated by the government to guide or influence public opinion in other countries; Its main tools are publications, movies, cultural exchanges, radio and television. After the 18th National Congress of the Communist Party of China, the most significant change in diplomatic strategy is the addition of a new formulation of "public diplomacy as a supplement", which requires solidly promoting public diplomacy and humanities exchanges and safeguarding China's legitimate rights and interests overseas. We will carry out friendly exchanges with political parties and organizations in various countries, strengthen foreign exchanges between the National People's Congress, the CPPCC, local governments and non-governmental organizations, and consolidate the social foundation for the development of state relations.
