What is traditional and non-traditional security?
Traditional security threats?
Traditional security threats mainly refer to the military threats faced by the country and the military factors that threaten international security. According to the magnitude of the threat, they can be divided into three categories: arms race, military deterrence and war. War and there are world war, total war and local war, international war and domestic war, conventional war and nuclear war, and so on.
Traditional security threats have a long history. Ever since there have been states, there have also been military threats between states. But people call the military threat to traditional security threats, after the concept of national security and the new security concept. 1943 American columnist Lippmann first proposed the "national security". (National Security) term, the U.S. academic community defined national security as relating to the threat, use and control of military force, almost becoming synonymous with military security. Since the 1970s and 1980s, people have then referred to the security concept centered on military security as traditional security, military threats as traditional security threats, and security threats other than military as non-traditional security threats...?
Non-traditional security (non-traditional security, or NTS)?
Also known as "new-security threats" (new-security threats), or NST?
Refers to security threats that have not been encountered by human societies in the past, or have rarely been seen; more specifically, security threats that have gained prominence in recent years, and that take place outside of the battlefield.
It is a term used to describe security threats outside of the military, but it is also used to describe security threats outside of the military.
It is relative to traditional security threat factors, referring to factors other than military, political and diplomatic conflicts that pose a threat to the survival and development of sovereign states and humanity as a whole. Non-traditional security issues mainly include: economic security, financial security, ecological and environmental security, information security, resource security, terrorism, weapons proliferation, the spread of disease, transnational crime, smuggling and drug trafficking, illegal immigration, piracy, money laundering and so on.
Non-traditional security issues have the following main features:
One is transnational. Non-traditional security issues from the emergence of the solution have obvious transnational characteristics, not only the existence of a country's individual problems, but also related to other countries or the interests of mankind as a whole; not only to a country poses a security threat, but also may be different degrees of harm to the national security of other countries.
The second is uncertainty. Non-traditional security threats do not necessarily come from a sovereign state, but are often perpetrated by non-state actors such as individuals, organizations or groups.
Third, it is transformative. There is no absolute boundary between non-traditional security and traditional security, if the non-traditional security problems of conflict intensification, may be transformed into relying on traditional security military means to solve, or even evolve into armed conflict or local war.
Fourth is dynamic. Non-traditional security factors are constantly changing, for example, with the development of medical technology, certain epidemic diseases may no longer be regarded as a threat to national development; and with the escalation of terrorism, counter-terrorism has become an important part of maintaining national security.
Fifth, sovereignty. The state is the subject of non-traditional security, and sovereign states have the right to make their own decisions in addressing non-traditional security issues.
Sixth, collaboration. Responding to non-traditional security issues to strengthen international cooperation, aimed at minimizing the threat.
