Resolving serious overcapacity contradictions is the focus of the work of advancing the industrial structural adjustment in the current and the future period. Currently, China's serious overcapacity is mainly affected by the stage of development, development concepts and institutional mechanisms and other factors. Serious overcapacity has increasingly become a prominent contradiction in China's economic operation and the root cause of many problems. -Insist on improving policy measures combined with deepening reform and innovation. (3) Main objectives.

Through five years' efforts, important progress has been made in resolving the contradiction of serious overcapacity:

-- The scale of production capacity is basically reasonable. The total production capacity of iron and steel, cement, electrolytic aluminum, flat glass, ships and other industries is compatible with the environmental carrying capacity, market demand and resource security, the spatial layout is coordinated with regional economic development, and the capacity utilization rate reaches a reasonable level.

--The quality of development has improved significantly. Substantial progress has been made in mergers and reorganization, and the structure of production capacity has been optimized; the level of clean production and pollution control has been significantly improved, and the level of comprehensive utilization of resources has been significantly enhanced; the economic benefits have been improved, the level of profitability has returned to a reasonable level, and the industry's average indebtedness has been kept within a controllable range of risks, and the core competitiveness has been significantly enhanced.

--The long-term mechanism has been initially established. Fair competition in the market environment has been improved, the role of the main body of the enterprise market to give full play. Excess industry capacity early warning system and supervision mechanism is basically established, the price of resource factors, fiscal and taxation system, accountability system and other key areas of reform has made important progress.

Three, the main tasks

(a) resolutely curb the blind expansion of production capacity.

Strictly prohibit the construction of new production capacity projects. Strictly implement the national investment management regulations and industrial policies, strengthen the project management of industries with serious overcapacity, all localities and departments shall not in any name and in any way approve and record projects of new production capacity in industries with serious overcapacity, and all relevant departments and institutions shall not handle the supply of land (sea area), energy assessment, environmental assessment approval and new credit support and other related businesses.

Categorize and properly deal with illegal projects under construction. For the land, environmental protection and investment management and other laws and regulations to fulfill the relevant procedures or procedures do not meet the requirements of the illegal projects, the local government should be in accordance with the requirements of a comprehensive cleanup. Where the illegal projects have not begun, shall not start construction; where not in line with industrial policy, access standards, environmental protection requirements of the illegal projects are halted; the project is necessary to build, in line with the layout of the planning and environmental carrying capacity requirements, as well as the principle of equal or reduced replacement and other bases, by the local government to apply for a report, reported to the Development and Reform Commission, the Ministry of Industry and Information Technology, and copied to the Ministry of Land and Resources, Ministry of Land and Resources, Ministry of Environmental Protection and other relevant departments; the Development and Reform Commission, Ministry of Industry and Information Technology will consult with the Ministry of Land and Resources, Ministry of Environmental Protection and other functional departments, and issue opinions on the basis of the assessment of the consulting organizations commissioned, and the relevant departments will complete the relevant formalities in accordance with the laws and regulations. The results of all projects under construction should be open to the public.

(2) Clean up and rectify the built-up illegal production capacity.

During the "13th Five-Year Plan" period, a number of backward production capacities will be accelerated and eliminated by raising the standards of energy consumption and pollutant emission, strictly enforcing the requirements of special emission limit values, and stepping up law enforcement and penalties, taking into account the actual development of the industry and the carrying capacity of the environment. Central enterprises should play a leading role in the elimination and withdrawal of backward production capacity.

Guiding the orderly withdrawal of production capacity. Improve incentive and constraint policies, study the establishment of a legal system for the withdrawal of excess production capacity, and guide enterprises to take the initiative to withdraw from excess industries. Sub-industry system to revise and strictly implement mandatory energy consumption limit standards, for more than the energy consumption limit standards and environmental protection does not meet the standards of enterprises, the implementation of differential tariffs and punitive tariffs, water prices and other differential pricing policies. The construction of projects in industries with serious overcapacity shall formulate capacity replacement programs and implement equal or reduced replacement, and in environmentally sensitive areas such as Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta, and so on, reduce the amount of replacement shall be implemented. The provincial people's government where the project is located shall formulate the equal or reduced capacity replacement program and publicize it to the society, and the competent authority of the industry shall confirm and announce the capacity replacement program, and at the same time, the replacement capacity shall be included in the elimination list and supervise the implementation. Encourage localities to actively explore government-guided, voluntary, market-oriented operation of the capacity replacement index trading, the formation of the elimination of backwardness and the development of advanced benign interactive mechanism.

(IV) Adjustment and optimization of industrial structure.

Promoting the merger and reorganization of enterprises. Improve and implement fiscal, financial, land and other policies and measures to promote mergers and reorganization of enterprises. Coordinate the resolution of major issues of cross-regional mergers and reorganization of enterprises, rationalize the distribution of inter-regional relations, and promote cross-regional integration of excess production capacity by dominant enterprises in the industry. Support mergers and reorganization enterprises to integrate internal resources, optimize technology and product structure, and compress excess capacity. Encourage and guide non-public enterprises to participate in mergers and reorganization through equity participation, holding, asset acquisition and other means. We will study and issue guidelines to promote enterprises to become better and stronger, promote superior enterprises to lead the development of the industry, support and cultivate the development and growth of superior enterprises, improve industrial concentration, and enhance the coordination and self-regulation of the industry's development.

Optimizing industrial spatial layout. Scientific formulation of industrial layout planning, in resolutely curbing the blind expansion of production capacity and strict control of the total amount of the premise, and orderly promote the adjustment and optimization of industrial layout. In accordance with the requirements of the overall regional development strategy, to adapt to the development needs of urbanization, combined with the local environmental carrying capacity, resource and energy endowment, industrial base, market space, logistics and transportation conditions, and orderly promote the gradient transfer of industries and environmental protection, relocation, retreat into the park, to prevent the transfer of backward production capacity. Support cross-regional capacity replacement, guide the domestic effective production capacity to advantageous enterprises and more comparative advantages of the region to concentrate, and promote the formation of a rational division of labor, complementary advantages, each with its own characteristics of the regional economic and industrial development pattern.

(v) Strive to develop domestic market demand.

Expanding effective domestic demand. Adapt to the needs of industrialization, urbanization, informatization and agricultural modernization, tap the potential of the domestic market and digest part of the excess production capacity. Promote the application of steel structure in the construction field, increase the proportion of steel structure used in public *** buildings and government-invested construction fields, and promote earthquake-resistant buildings such as light steel structure integrated houses in areas with high incidence of earthquakes and other natural disasters; promote building materials to the countryside, and steadily expand the market demand for steel, cement, aluminum profiles, flat glass, and so on. Optimize the shipping capacity structure, accelerate the elimination and renewal of old transport ships.

Focus on improving the demand structure. Strengthen the demand upgrade orientation, implement green building materials projects, develop green, safe and energy-saving buildings, formulate and revise relevant standards and norms, and improve the standards for the use of steel, concrete and glass products for construction, so as to drive the upgrading of products. Promote energy-saving, material-saving and lightweight, and promote the application of high-quality steel and aluminum to meet the needs of the development of advanced manufacturing and the transformation and upgrading of traditional industries. (VI) Actively expanding external development space.

Consolidate and expand the international market. Encourage enterprises to actively participate in various trade promotion activities and innovate international trade methods. Adapt to the new international norms, conventions and standards, enhance energy-saving and environmentally friendly ship design and manufacturing capacity, and stabilize the ship export market.

Expanding foreign investment and cooperation. Encourage advantageous enterprises to "go out" in various ways, optimize the distribution of manufacturing origins, and digest domestic production capacity. Establish and improve the trade and investment platform and "going out" investment and financing integrated service platform. Promote the establishment of overseas economic and trade cooperation zones and attract domestic enterprises to enter such zones. In accordance with the principle of complementary advantages and mutual benefit***win, give full play to the technological, equipment and scale advantages of the iron and steel, cement, electrolytic aluminum, flat glass, shipbuilding and other industries, and carry out the integration of resources and value chain on a global scale; strengthen investment and cooperation with neighboring countries and emerging market countries, and take various forms of foreign investment to build overseas production bases, improve the level of cross-border business operations and expand new space for international development.

VII) Enhance the power of innovation-driven development of enterprises.

Breaking through core key technologies. Utilizing the market mechanism and economic leverage to force enterprises to enhance the intrinsic motivation of technological innovation, promote enterprise transformation and industrial upgrading, and enhance market competitiveness with product quality, standards, and technology as the core elements. Efforts to build enterprise-oriented, market-oriented, industry-university-research combination of technological innovation system, focusing on breakthroughs, mastering a number of key **** technology. Encourage enterprises to implement technological transformation, promote the application of more energy-saving, safe, environmentally friendly, efficient iron and steel, electrolytic aluminum, cement, flat glass process technology, to enhance the design and manufacturing capacity of high-tech ships, marine engineering equipment.

Strengthen enterprise management innovation. Deepen the reform of state-owned enterprises, and guide the transfer of state-owned capital from industries with serious overcapacity to strategic emerging industries and public **** business areas. Encourage enterprises to strengthen strategic management, cultivate famous brands, strengthen product innovation, organizational innovation, business model innovation, enhance effective supply and create effective demand. Improve the level of enterprise management informationization and promote refined management. Focus on giving full play to the talents of entrepreneurs, strengthen the construction of innovative talent teams, and improve the people-oriented incentive mechanism for enterprise talents. (H) establish long-term mechanism.

Innovation of government management. Four, industry-specific measures

The serious overcapacity industry, according to the characteristics of the industry, to carry out selective, focused and targeted work to resolve.

Steel. Focus on promoting the structural adjustment of the iron and steel industry in Shandong, Hebei, Liaoning, Jiangsu, Shanxi, Jiangxi and other regions, give full play to the initiative of local governments, integration of scattered iron and steel production capacity, promote the relocation of urban steel mills, optimize the industrial layout, compression of iron and steel production capacity of a total of more than 80 million tons. Gradually improve the steel product standards for hot-rolled ribbed steel bars, steel for electricians, steel for ships, etc., revise and improve the design specifications for the use of steel, and comprehensively promote the application of high-strength steel bars with strengths of 400 MPa and above in the longitudinal stress steel bars of building structures, replacing low-quality steel bars such as 335 MPa hot-rolled ribbed steel bars. Accelerate the promotion of classification, certification and labeling management of high-strength steel rebar products. Implement the fair tax policy and cancel the bonded policy on imported steel under processing trade.

Cement. Accelerate the development and revision of cement, concrete product standards and related design specifications, promote the use of high-grade cement and high-performance concrete, as soon as possible to cancel the 32.5 composite cement product standards, and gradually reduce the proportion of 32.5 composite cement use. Encourage relying on existing cement production lines, comprehensive utilization of waste residue development of high grade cement and meet the needs of the sea, ports, nuclear power, tunnels and other engineering needs of special cement and other new products. Support the use of existing cement kilns for harmless co-disposal of municipal domestic waste and industrial waste, and further improve the fee settlement mechanism, with the proportion of the number of co-disposal production lines not less than 10%. Strengthen the emission of major pollutants such as nitrogen oxides and energy, resources, unit consumption target constraints, the rectification of the production line does not meet the standards to be eliminated according to law.

Electrolytic aluminum. by the end of 2015, the elimination of 160,000 amperes below the pre-baked trough, the ton of aluminum liquid electrolysis AC power consumption is greater than 13,700 kilowatt-hours, as well as after the end of 2015 to reach the normative conditions of the production capacity of the price of electricity on the basis of the standard price of a 10% increase. Support electrolytic aluminum enterprises and power companies to sign long-term contracts for direct purchase of electricity, and promote the development and application of lightweight aluminum products for transportation vehicles. Encourage domestic enterprises in energy-rich regions outside the construction of electrolytic aluminum production base.

Flat glass. Formulation and revision of flat glass and product standards and application specifications, the use of energy-saving standards in new buildings and existing buildings in the transformation of windows and doors, encourage the use of low-e insulating glass, support the upgrading of existing production lines, increase the proportion of high-quality float glass. Development of functional glass, encourage the integration of raw glass production and deep processing, flat glass deep processing rate of more than 50%, and cultivate glass deep processing base. Accelerate the structural adjustment of key production areas and environmentally sensitive areas such as Hebei, Guangdong, Jiangsu and Shandong. Support the joint reorganization, the formation of a number of industrial chain integrity, core competitiveness of the enterprise group.

Ships. Improve the level of marine development equipment, strengthen the construction of marine security capabilities, fully tap the potential of domestic demand for shipping, marine engineering, fisheries, administrative law enforcement, emergency rescue and other areas of ship equipment, adjust and optimize the product structure of ships. Increase the credit and financial support for export ships, and encourage enterprises with strength to establish overseas sales and service bases. Improve the R&D and construction capacity of ship products to meet new international norms, conventions and standards, encourage the transfer of existing shipbuilding capacity to the field of marine engineering equipment, support the transformation of small and medium-sized enterprises, and increase the proportion of high-end production capacity. Improve the industry's access standards, and implement differentiated policies for shipbuilding enterprises that fail to meet the access conditions and have not received new ship orders for more than one year. Support the merger and reorganization of enterprises to improve industrial concentration.

V. Policy Measures

(A) improve industry management.
