Road Transportation Management Regulations of Shandong Province

Chapter I General Provisions Article 1 In order to strengthen the management of road transport, promote the development of road transport, the establishment of a unified, open, competitive and orderly road transport market, to protect the road transport operators and their service users of the legitimate rights and interests, according to national laws and regulations, combined with the actual situation in this province, the formulation of these regulations. Article 2 The road transport referred to in these regulations, including road passenger transport, road transport of goods and road transport related vehicle maintenance, handling, personnel training and transport service activities. Article 3 All units and individuals engaged in road transport in the administrative area of the province, must comply with these regulations. Article IV of road transport to implement unified management, multiple management, coordinated development of the policy, to protect legitimate competition, prohibit illegal business.

Road transport operators should abide by professional ethics, provide quality service, to ensure the quality of transportation. Article 5 the people's governments at or above the county level, the competent department of transportation is responsible for the management of the road transport industry in the administrative area. Transportation authorities belonging to the transport management agencies to perform specific management responsibilities in the road transport industry.

Public security, industry and commerce, prices, construction, finance, taxation, environmental protection, technical supervision, agricultural machinery and other departments shall, in accordance with their respective responsibilities, with the competent traffic department to do a good job of road transport industry management. Article 20 The road passenger transport operators shall, according to the passenger's payment of the ticket, immediate delivery of the appropriate ticket, in accordance with the date, number of cars, place indicated in the ticket to transport passengers, midway without changing the vehicle without reason or hand over the passengers to others to transport.

Because of the fault of the passenger transport operator, causing passengers to miss the ride, the wrong ride, the operator shall be in accordance with the passenger's request to refund the ticket or arrange for a change of ride; causing personal injury to passengers or luggage loss and damage, the operator shall bear the corresponding responsibility.
