Investigation report on urban and rural community management

Through on-the-spot visits and symposiums attended by relevant departments, community workers and representatives of the masses, we have a comprehensive understanding of the community governance in our city, solicit opinions from all sides, carefully find out the outstanding problems, and put forward countermeasures and suggestions in light of the actual situation. Urban and rural communities are the basic units of social governance. Urban and rural community governance is related to the implementation of major policies of the party and the state, to the vital interests of residents, and to the harmony and stability of urban and rural grassroots. In order to promote the governance of urban and rural communities in our city, the Social Construction Committee of the Municipal People's Congress organized relevant departments and some representatives of the Municipal People's Congress in xx 10 and1to conduct in-depth research in Datang Community and 205 Community in our city to understand the governance of urban and rural communities. I. Basic situation of urban and rural community governance in our city In recent years, our city has attached great importance to urban and rural community governance, built a 15-minute convenient service circle around the construction of a national central city, actively explored community construction and standardized management measures, and continuously increased investment guarantee. Urban and rural community governance has achieved good results, and residents' sense of acquisition, happiness and security has been further enhanced.

There are 2074 administrative villages, including village committee cadres 16 159, community cadres 1087, and community cadres 10 x4 (7 members of the two committees173, and 297 full-time community cadres1person). Among the 1087 communities in the city, there are 1085 community office buildings (including 190 rental buildings), accounting for 99%, and 756 community office buildings have independent one-stop service halls, accounting for 70%; 85 outdoor activity squares1square, accounting for 78%. There are 3 districts, 4 streets and 16 communities in the city, which have been named as national demonstration units for building harmonious communities.

(1) Strengthen organizational leadership and further improve policy guarantee.

In order to strengthen the governance of urban and rural communities, our city has successively issued such normative documents as Opinions on Strengthening and Improving the Construction of Urban Community Neighborhood Committees, Interim Measures for the Assessment of Community Construction in Xi City, Opinions on Further Improving the Creation of Residential Communities within the Planning Scope of Development Zones, Implementation Opinions on Further Strengthening the Management of Urban Planning and Construction, System and Mechanism of Community Governance Led by the Party and Government, Implementation Opinions on Strengthening the Management of Urban Planning and Construction, etc. The pattern of civil affairs leading, cooperation of relevant departments and orderly participation of social forces has basically taken shape, and special mechanisms such as community management services, planning and construction guarantees and evaluation and supervision have been further improved, providing an important institutional guarantee for community governance.

(2) Increase investment guarantee and further consolidate the work foundation.

The first is to strengthen the construction of community infrastructure. In recent years, the city has invested nearly 500 million yuan at all levels to build 462 community service stations, and functional places such as service halls, judicial mediation rooms, police offices and family planning clinics have been set up in communities.

The second is to increase the funds for community work. The community office expenses and personnel subsidy standards have been adjusted six times. The funding for community work has increased from 35,000 yuan per community to 250,000 yuan per district and 200,000 yuan per county. The third is to continuously enrich the strength of community work. Through the unified written examination in the province and interviews organized by local organizations, our city has openly recruited more than 3,000 full-time staff of community service stations for four consecutive years.

(3) Standardize systems and procedures to further enhance governance capacity.

The first is to improve the community organization structure. Community party branches, community neighborhood committees and community service stations have been widely implemented? The pattern of community management services further clarifies and standardizes the basic responsibilities of community party branches to strengthen the core of party building, democratic management of community neighborhood committees to promote autonomy, and community service stations to serve people's livelihood.

The second is to deepen community democratic management. Special documents have been issued to improve the openness and democratic management of community affairs, and the contents, forms and procedures of democratic management, democratic decision-making and democratic supervision of community autonomous organizations have been further clarified.

(4) Strengthen research and exploration, and further innovate the governance model.

First, steadily promote community burden reduction. Established the access system of community work, standardized the seal management, and implemented it well? Power goes with responsibility, and expenses go with things? Requirements, reduce the burden of community work.

The second is to actively promote community grid management. Incorporate party building, judicial mediation, comprehensive management and stability into grid management. At present, the city has set up 5856 grid units with 327 10 staff.

The third is exploration and development? Four social connections? Innovative practice of community governance. A new pattern of "four social organizations" linkage has been initially formed, with the community as the platform, social organizations as the carrier, professional social workers as the support and voluntary service as the supplement.

(5) Co-ordinate all kinds of resources to further enhance service capabilities.

Relevant departments can combine their respective functions to? Convenience and benefit? Taking this as a starting point, we will extend all kinds of public services to the community and form a joint force of community governance. Solidly promote the construction of smart communities, invest 8.37 million yuan to build an urban community information network platform, and realize the interconnection of four-level service information systems in cities, districts, counties, streets and communities. The community can generally publicize policies and release information through modern means such as WeChat group, electronic screen, network and call system, and the efficiency of community service is obviously improved.

Second, the main problems. Although some achievements have been made in urban and rural community governance in our city, there is still a certain gap with economic and social development and the actual needs of the people. There are still outstanding problems such as imperfect community governance system, low governance ability and level, unbalanced development, and insufficient basic functions and roles of communities.

(A) community governance system and mechanism is not perfect.

In 20xx, when the municipal deliberation and consultation institutions were cleaned up, the office of the Municipal Community Construction Steering Committee (hereinafter referred to as the Municipal Community Office, located in the Civil Affairs Bureau) was cancelled. At present, the city's community governance work lacks a unified coordination and guidance organization, and the civil affairs department, as the lead coordination department, is difficult to advance, and it is difficult to form a joint effort, and its work force is relatively weak.

(2) The comprehensive community service facilities are not perfect.

Due to the imperfect joint review mechanism in planning, acceptance and handover of some newly-built communities, the lack of comprehensive community service facilities has affected the function of community governance. Compared with the new standard (the area of comprehensive service facilities in some old residential areas is equipped according to the standard of 30 square meters per 100 households, that is, the area of comprehensive service facilities in general residential areas should reach 600 square meters, and the outdoor activity place should not be less than 1000 square meters), there is a big gap. At present, there are only 170 community office activities in our city, accounting for 15.6%, 558 with 300-600 square meters, accounting for 5 1%, and 365 outdoor activity squares, accounting for 1 000 square meters, accounting for 33.6%.

(C) The brain drain of community workers is widespread.

According to the survey, before 20 15, 3,937 full-time community workers were recruited for four consecutive years, but only 2,782 people actually took up their posts at present, and 1 155 people resigned, accounting for 30%. The loss of community workers in our city is serious, and the reasons are analyzed.

First, wages are low and there is no dynamic adjustment mechanism. At present, from the perspective of wages alone, the average annual subsidy for community workers in our city is about 30,000 yuan, which is far from the average wage of workers in the whole province in 20 18 years.

Second, the powers and responsibilities are not equal, and the burden of community work is heavy. At present, the community, as the most basic organization, has undertaken a large number of tasks of economic and social development and service guarantee, and the problem of community administrative tendency in our city still exists. Community workers often have several jobs, and they are generally burdened and stressed.

Third, the salary system is different and the career promotion channels are narrow. Full-time community cadres and other community personnel implement different salary systems, and there is a big gap in salary and treatment. Coupled with the uncertain career prospects, many outstanding young community cadres choose to leave their jobs because they can't see hope.

(D) Community multi-governance model

The survey found that the means and methods of public participation in community governance in our city are single, the sense of identity of community residents is insufficient, and the ways to participate in community governance are lacking. The coverage of participants in community neighborhood committees is narrow, the procedures are not standardized, and the role has not been effectively played; A considerable number of residents have little participation in community affairs, and the overall participation rate of the community is low, with limited channels and low participation level. At present, the source of funds for community construction is still mainly government financial investment, and social capital investment is still relatively small. Community-based social organizations are underdeveloped, the number of professionals is small, and their functions have not been fully exerted. Some social organizations rely too much on the government and have poor independence; Some social organizations have not carried out their work and provided services for a long time; Some social organizations are purely interest groups and do not care about community governance.

(5) Community services to meet the needs of residents.

From the service content, community service is mainly administrative service, and it is not enough to actively understand and respond to residents' needs. Public services and public services based on residents' needs are not rich enough, and their development is not balanced enough. From the perspective of service providers, although most communities have introduced social forces to provide services, they are still mainly provided by the government, and socialization, market-oriented services and residents' self-help and mutual assistance services need to be improved; From the perspective of service quality, the service level of different communities is uneven and the service standards are different. The overall service effect, the setting of service places and the quality requirements of service personnel lack clear and standardized standards and operational guidelines.

Three. Suggestions on strengthening community governance (1) Set up institutions to co-ordinate all kinds of resources.

Community governance is the foundation of social governance and the bridge and link between people. At present, Chengdu has set up a community governance committee under the leadership of the Standing Committee of the Municipal Party Committee, and formulated a series of measures to promote substantial progress in community governance. It is suggested to set up a municipal-level special leading body for community governance, strengthen unified leadership, organization and coordination, resource integration, supervision and guidance for urban and rural community governance, promote the establishment of a community governance system led by party committees, led by the government, closely coordinated by relevant departments, and widely participated by the society, consolidate work responsibilities, form joint efforts, and strive to create a community governance pattern of * * * building * * *.

(2) Integrate policies and improve institutional mechanisms.

The three-dimensional integration of rule of law, rule of virtue and autonomy is an important guarantee for community governance in the new period. We should conscientiously implement the decision-making arrangements and work requirements for strengthening and improving community governance in China, formulate specific measures to refine the implementation of our city, and strengthen policy support. According to the principle of unification of rights and responsibilities, we should clarify the division of tasks and list of rights and responsibilities of functional departments and streets (towns) in community governance, clarify the boundaries of rights and responsibilities between streets (towns) and neighborhood committees according to law, clarify the attributes of grassroots mass autonomous organizations of neighborhood committees and the community work items they should undertake, promote community burden reduction and efficiency increase, return to community functions, and improve the socialization, rule of law and intelligence level of community governance.

(3) Comprehensively improve and optimize the community environment.

Strictly implement the standards for the construction of public facilities in residential areas and relevant management regulations, incorporate community comprehensive service facilities into urban development planning, increase funding input and multi-party financing guarantee, and promote the standardization of community comprehensive service facilities in the form of new construction, renovation, purchase, project matching and integration. Establish a linkage mechanism for civil affairs, education, health and other departments to participate in planning, construction and handover, and ensure that the comprehensive community service facilities supporting new communities are fully functional and guaranteed in place.

Through the purchase of services, shantytown renovation and other measures, comprehensively improve the comprehensive service facilities and service level of old communities. Encourage and support social forces to participate in community building through investment, establishment of entities and provision of products and services. Learn from the advanced practices of other cities, strengthen the construction of smart communities, and gradually realize the interconnection of four-level service information systems in cities, districts, counties, streets (towns) and communities, so as to provide residents with more convenient and efficient information services and facilitate people's production and life.

(4) Optimize excellent training and strengthen team building.

First, we should select and strengthen community leaders, break the industry division, actively expand the source channels of community workers by recruiting and providing public welfare posts, and provide sufficient full-time community workers.

Second, it is necessary to strengthen training and education, encourage and support community workers to participate in various vocational qualification training and academic education examinations, constantly enhance their awareness of the rule of law and serving the people, and improve their professional quality and ability to implement policies and serve residents.

Third, it is necessary to establish a natural growth mechanism and incentive mechanism for community workers' wages and benefits, and learn from Changsha's post management and salary for community full-time workers. Three posts and sixteen grades? Ladder management effectively encourages community cadres to take root at the grassroots level and stabilize the team of community workers in our city.

Fourth, it is necessary to establish a professional system for community full-time workers, which can be adjusted across streets and fields according to work needs and personal performance, and open up a promotion channel for job ranks. Establish a perfect management system for community full-time workers to provide strong talent support for community governance.

(five) people-oriented, improve the service level.

Close to the new needs of the masses, expand the supply of community public services, encourage and guide all kinds of market players to participate in community services in various ways, and continuously improve the ability of community services through government purchase of services. Focus on government-led public services such as community health and family planning, cultural and sports education, environmental sanitation, public safety and social security, and market-led commercial services such as property management and convenience supermarkets, formulate community service standards, and actively guide and encourage social funds to invest in community service industries;

It is necessary to adapt to the information development situation, strive to break the data islands of departments and industries, and integrate construction? Internet plus government service? Informatization project, build a comprehensive information platform for community public services in the city, realize one application and one window acceptance, and strengthen the one-stop service mode for community application. Accelerate the deep integration of the Internet with the community governance and service system, and use community electronic screens, mobile phone clients, WeChat, etc. Realize the intelligent push of information and the application of * * *, like this?
