Inspiration:
Creating a pirate story was a longtime dream of Eiichiro Oda, who as a child had always wondered why there weren't any manga that featured pirates, and at best he knew of the anime "Little Heroes of the North Sea". He thought that once a boy reached a certain age, he would want to go on a treasure hunt.
Oda has wanted to read pirate manga since he was a kid, and at that time he said to himself that if he were to draw his own, it would be pirate stories. Whether the work sold or not, he was mentally prepared to make that choice, purely because he wanted to read it himself.
Eiichiro Oda first drew his first pirate manga when he was a freshman, and Oda's imagination for his children's adventures was too rich for a notebook. Realizing that it was impossible to draw a pirate manga in an "end of issue" format, he decided to serialize a pirate manga in Shonen JUMP.
In 1997, Eiichiro Oda created the pirate manga Romance Dawn, a short, one-shot manga that was the basis for King of Fortune, and which was later used as a subtitle for the first episode of King of Fortune. Of course, although the main character of both manga is named Luffy, their personalities are very different, and their plots are not the same.
However, Romance Dawn initially didn't make it into Shonen Jump due to the page count, so he cut down the content of Romance Dawn and published it in the Shonen Jump's main magazine and supplements as a "finished issue. Oda had already decided to use Romance Dawn as a prototype for Kaijutsu, and he was ready to write another version of Romance Dawn in the form of Kaijutsu as well. With two pirate manga in mind, Eiichiro Oda resigned from his position as assistant to Nobuhiro Kazuki on Romance Dawn to move toward the serialization side of things.
