What is the cultural industry?

According to Several Opinions of the Ministry of Culture on Supporting and Promoting the Development of Cultural Industry (2003), cultural industry refers to an operating industry engaged in the production of cultural products and the provision of cultural services. Cultural industry is a concept corresponding to cultural undertakings, both of which are important components of socialist cultural construction. Cultural industry is the inevitable product of the development of social productive forces, and it is a new industry developed with the gradual improvement of China's socialist market economy and the continuous progress of modern production methods. At present, cultural industry has formed performance industry, film and television industry, audio-visual industry, cultural entertainment industry, cultural tourism industry, network culture industry, book and newspaper industry, cultural relics and artworks industry and art training industry. The socialist cultural industry requires putting social benefits first and striving to realize the economic value of cultural products and services through the market.

2. In 2000, the concept of "cultural industry" was formally put forward in the "Proposal of the Central Committee on the Tenth Five-Year Plan for National Economic and Social Development", which was the first time to establish the idea of developing cultural industry from the central level.
