It is said that in order to avoid the frequent sinking of merchant ships, the Qing government invited German engineers to systematically observe the water level and discharge in the lower reaches of the Minjiang River, and determined "Luoxing Tower Zero" as the fixed observation mark of the lowest water level in the Luoxing Tower section of the Minjiang River, which was the first international water level standard in modern China. 1992 The whole country adopted Huanghai Zero and stopped Luoling Zero.
