As one of the pilot villages in Pukou District, Houchong Village in yongningzhen has developed modern and efficient agriculture according to local conditions as early as 2008 in accordance with the requirements of "three concentrations" (industry concentrated in development zones, construction concentrated in new areas, and universities concentrated in university towns), relying on the village consolidation planning of land and resources departments, and combining with the adjustment of agricultural industrial structure in the village. After nearly two years' practice, some thoughts are made on how to promote the "fertile soil construction project" better and faster.
1 development of "fertile land construction project"
Houchong Village's "fertile land construction project" is located in Fuxingwei area of the village, involving 12 villagers' groups and 2 15 households, with a total area of 7,424 mu. At present, Houchong Village is implementing a new round of industrial structure adjustment, village consolidation, land transfer, community construction and modern high-efficiency agricultural base construction in accordance with the overall planning of the village's industrial development.
1. 1 village merger
Village consolidation is the basic link to implement the "fertile land construction project" and the key factor related to the success or failure of land transfer. In the second half of 2008, Houchong Village moved Zhuang Village and Geng Village in Fuxingwei area to Houchong Community as a whole. Village consolidation * * * involves 120 households (including households), and the reclaimed village area is 150 mu. 1.3 Construction of resettlement community

The average household property income (house appreciation) can reach 5 ~ 10 times.
(3) Reduce the investment in public service facilities and improve the level of social services. After realizing centralized residence, the scattered layout in the past has been completely changed. In the past, although towns and villages increased their investment in public service facilities, the results were not obvious. For example, to build a garbage pool, the standard is usually a garbage pool for 20 farmers. However, because some natural groups are relatively small, it is often the case that only a few families want to build garbage pools. This greatly wastes public resources. After realizing centralized residence, similar problems are effectively avoided and the capital investment in towns and villages is reduced. In addition, with the increase of concentrated investment in health care, education and transportation, the level of social services in the village has improved significantly.
2.3 New rural agriculture has promoted the coordinated development of urban and rural areas.
(1) Establish a modern-scale farm. After the scattered and divided cultivated land in Fuxing polder area was transferred, Houchong Village has been re-planned to form contiguous 100-mu and 1,000-mu farmland, and the original ditches, pumping stations and roads have been rebuilt to continuously improve the agricultural infrastructure.
(2) Determine the thinking of agricultural development. The implementation of the "ten thousand hectares of fertile land construction project" has promoted the moderate scale circulation of land and greatly promoted the scale, industrialization and modernization of agricultural production and management. On this basis, Hou Chongcun decided to take the development path of modern and efficient agriculture. Based on organic agriculture, characterized by facility agriculture and organic fruits, we strive to build our own brand, with the ultimate goal of becoming a first-class demonstration base of organic recycling agriculture in China.
(3) Increase farmers' income. The annual rent of land transferred by villagers in Houchong Village is 400 yuan/mu, which increases by 5% every two years. In order to further promote the "fertile land construction project", Houchong Village organized a farmers' land joint-stock cooperative to participate in dividends through land shares. At the same time, the village also allows farmers to voluntarily choose to work in farms or neighboring enterprises through agricultural production resettlement and re-employment resettlement, thus solving the employment problem of landless farmers.
3. Two suggestions on the implementation of "fertile land construction project"
"fertile land construction project" is a systematic project to realize the goals of agricultural land concentration, residents concentration, land intensification and benefit concentration; It is an effective way to implement Scientific Outlook on Development, break the dual structure of urban and rural areas, promote the coordinated development of urban and rural areas, improve the level of urbanization and build a harmonious society. Third, in combination with industrial development, strive for the establishment of protective agriculture by the National Development and Reform Commission, planning and other departments, so that the "fertile land construction project" can truly become a "booster" to promote agricultural development.
(2) Fully combine the development of agricultural industry to implement the "10,000 hectares of fertile land construction project". In the process of land consolidation, we should fully combine the development ideas and requirements of agricultural industry. For example, Houchong Village scientifically demonstrated the agricultural development of Fuxing polder before the "fertile land construction project" started. According to the spirit of the Third Plenary Session of the 17th CPC Central Committee, the development path of organic circular agriculture was established, which runs through the "fertile land construction project". Re-transform the farmland in the project area and further improve the supporting infrastructure such as ditches and roads to meet the development requirements of organic circular agriculture. However, in the specific implementation process, it is necessary for higher functional departments to study and solve the relationship between "fertile land construction project" and facility agriculture. As we all know, "fertile land construction project" is an effective measure to integrate construction land space, optimize land structure, build contiguous high-standard farmland, improve the level of land conservation and intensive utilization, and promote the transformation from traditional agriculture to modern agriculture. It is suggested that relevant functional departments study and formulate relevant specific implementation plans, refine procedures, clarify departments and quantify standards, so as to facilitate policy implementation.
(3) in the process of implementing the "fertile land construction project" and agricultural development, strive for multi-party financial support. Both the "fertile land construction project" and the early investment in agricultural development need a lot of funds, so we should mainly focus on integrating the funds invested by governments at all levels in "agriculture, rural areas and farmers" and market-oriented operation, and concentrate our financial resources on major events. First of all, the special funds allocated by governments at all levels to "fertile land construction projects" should be earmarked for special purposes. Secondly, after the construction land indicators obtained by linking the increase and decrease of urban and rural construction land are used in resettlement areas, the implementing agencies should be responsible for the unified implementation of paid transfer, and the paid use fees obtained can be used for "fertile land construction projects". After the implementation of the "fertile land construction project", farmers will definitely not get rich at the annual rent of 500 yuan/mu, and the problem of re-employment must be solved if farmers want to increase their income and get rich. However, their low level of education and lack of work skills have become their fatal weaknesses on the road to employment. Especially for some older farmers, it is even more difficult to achieve reemployment. Therefore, in the "fertile land construction project", we must fully consider the development of agricultural production; Farmers must be allowed to benefit from the land again. After land consolidation, we should vigorously develop modern and efficient agriculture and build large-scale farms. At the same time, actively absorb landless peasants, especially those who are older and have no culture and skills, and let them participate in farm production, become agricultural laborers and increase their income. On the other hand, accelerating the development of the tertiary industry is also a broad channel to promote farmers' employment. After the implementation of the "fertile land construction project", farmers have realized centralized residence in towns and villages, which will bring business opportunities for the development of the tertiary industry. First, strengthen the construction of rural commercial and trade circulation system, speed up the planning and construction of flower and tree trading market, fruit trading market and agricultural product wholesale trading market, and form a standardized and orderly agricultural product circulation market. The second is to actively develop the rural service industry. Further develop rural transportation, catering, intermediary and other service industries, and increase the proportion of rural service industries in the total rural economy.
