Wei Wenliang was born in an artist's family. His father Wei Yashan is a string player, his mother Wei Moxiang is an old mandarin duck singer, and his sister Wei Wenhua is a crosstalk performer. At the age of seven, he performed on the stage, and became famous in the northeast with his stage name "Little Monster". In the same year, he worshipped Zhang Wenbin as a teacher in Jinzhou. 1950 returned to Tianjin, 1952 took Wu Kuihai, the master of cross talk, as a teacher, and his performance skills increased greatly. 1956 joined a professional folk art troupe. 1956, Wei Wenliang, who was only 16, joined Tianjin Nankai Quyi Troupe and became a professional crosstalk performer. During this period, he benefited a lot from his cooperation with, Ma, Zhou, Hou, Zhou and so on. The exercise during this period also made him form his own unique artistic style. 1965 participated in the half-year trip to the southwest of the central condolence group. At that time, Wei Wenliang walked a third of the Long March, and every station staged the most condolence performances. He must say the right words, perform cross talk, allegro and sometimes improvise a dance. Speaking of that experience, Wei Wenliang was filled with emotion: "In those days, though very bitter and tired, my heart was always sweet. I am very proud to be able to express my condolences to the lovely soldiers on behalf of the Central Committee. " Wei Wenliang returned from condolence and won the third-class merit.

In his artistic career of more than 60 years, he has been active on the stage and TV screens all over the country with his exquisite skills, and was awarded the title of "Virtuous and Artistic Artist" by the China Federation of Literary and Art Circles. His works have won prizes in previous "Golden Gate Qu Hui" and some national cross talk competitions.
