4. Technical transformation projects designated by the higher authorities that require design units to mainly prepare feasibility study reports, preliminary design and construction design.

Not belonging to the above four cases, that is, mainly to increase a small amount of process equipment, testing means of the project, the provisions of the technical transformation unit to prepare feasibility study reports, technical transformation of the implementation of the program (including the total budget estimates and equipment schedules) and the construction design (its civil and public utilities design should be entrusted to the design of a licensed design unit), or by the technical transformation unit to ask for the counterpart of the design unit to consult the preparation.

All technological transformation projects with a total investment of one million yuan or less, according to the technological transformation objectives, investment amount, measures and means to achieve the objectives, and the benefits expected to be achieved after the transformation as determined in the technological transformation planning and the validated feasibility study report, the person in charge of the project of the technological transformation unit shall organize the preparation of the implementation plan of the technological transformation.

All technological transformation projects at all stages of documentation or review process (including domestic and foreign visits) should be differentiated from different situations, scientific research units, universities and colleges and other relevant units are invited to participate or provide information.
