Regulations on Protection of Historical and Cultural Neighborhoods in Quzhou City

Chapter I General Provisions Article 1 In order to strengthen the protection, utilization and management of historical and cultural districts, inherit the historical and cultural heritage, and promote the coordinated development of urban construction and social and cultural development, in accordance with the State Council's "Regulations on the Protection of Famous Historical and Cultural Cities, Towns and Villages" "Regulations on the Protection of Famous Historical and Cultural Cities, Towns and Villages in Zhejiang Province" and other relevant laws and regulations, in conjunction with the actual situation of the city, the formulation of these regulations. Article 2 the administrative area of the city's historical and cultural neighborhoods of protection, utilization and management, the application of these regulations.

The historic and cultural district referred to in these regulations, refers to the provincial and municipal people's government approved by the announcement of the preservation of cultural relics particularly rich, historical buildings concentrated in pieces, can be more complete and true embodiment of the traditional pattern and historical style, and has a certain scale of the area.

The historic buildings referred to in these regulations, refers to the city, county (city) people's government to determine the announcement of a certain value of protection, reflecting the historical features and local characteristics, not announced as a unit of cultural relics or cultural relics protection site of the buildings, structures. Article 3 The protection objects of historical and cultural neighborhoods in the city include:

(1) provincial historical and cultural neighborhoods approved and announced by the provincial people's government, such as Shuitingmen in Kecheng District of Quzhou City, Beimen Street in Kecheng District of Quzhou City, Heshi Street in Longyou County, Rizei Ancestral Temple Neighborhood in Changshan County, and Beimen Neighborhood in Changshan County;

(2) municipal historical and cultural neighborhoods approved and announced by the municipal people's government in accordance with the provisions of the Ordinance;

(3) historical and cultural neighborhoods of the city.

(c) historical buildings in the historical and cultural district;

(d) ancient bridges, ancient roads, ancient wells, ancient towers, pagodas, gates, walls, etc., in the historical and cultural district;

(e) traditional names of streets and alleys in the historical and cultural district, and names of historical buildings;

(f) other monumental significance, educational significance and historical and cultural value of protection objects in the historical and cultural district. cultural value of the protection of the object.

Where the protection of cultural relics, intangible cultural heritages, places of religious activities and old and valuable trees is involved in a historical and cultural neighborhood, it shall be carried out in accordance with the provisions of the relevant laws, administrative regulations, local regulations and rules of the province. Article 4 The protection of historical and cultural neighborhoods shall follow the principles of scientific planning, protection priority, rational use, development and inheritance, and maintain the authenticity and integrity of the historical and cultural heritage. Article V city, county (city, district) people's government is responsible for the protection, utilization and management of historical and cultural neighborhoods, the protection of historical and cultural neighborhoods into the national economy and social development planning, the required funds into the financial budget at this level.

Cities, counties (cities, districts) people's governments shall, according to the actual situation of the jurisdiction of the clear historical and cultural neighborhoods of the management organization, responsible for the day-to-day protection and management. Article 6 housing and urban and rural construction departments are responsible for the administrative region of the declaration of historical and cultural neighborhoods, the preparation and implementation of protection planning, supervision and inspection and other specific work.

The cultural relics department is responsible for the supervision and management of cultural relics protection units and cultural relics protection sites within the historical and cultural neighborhoods, and assists the departments of housing and urban-rural development in the preparation and implementation of protection planning, supervision and inspection of historical and cultural neighborhoods.

Fire rescue agencies are responsible for fighting fires, major disasters and other emergency rescue work mainly to save people's lives in historical and cultural neighborhoods, supervise and guide the relevant units to carry out firefighting work.

Natural resources and planning, public security, finance, comprehensive administrative law enforcement, agriculture and rural areas, market supervision, water conservancy, civil affairs, health, emergency management and other relevant departments in accordance with their respective division of responsibilities, to perform the corresponding protection of historical and cultural neighborhoods.

Historical and cultural district where the township (town) people's government or street office, village (neighborhood) shall assist the relevant departments, the management of historical and cultural neighborhoods to do a good job of protection. Article 7 The municipal people's government shall set up the municipal historical and cultural district protection expert committee, undertake the review of the municipal historical and cultural districts and historical buildings, adjustments, withdrawals and their planning, protection and other related matters of argumentation, for the municipal people's government to provide advice on decision-making.

The composition of the Committee of Experts for the Protection of Municipal Historical and Cultural Neighborhoods and its working rules shall be formulated by the Municipal People's Government. Article 8 encourages organizations and individuals to participate in the protection and utilization of historical and cultural districts through donations, funding, provision of technical or voluntary services.

Organizations and individuals who have made outstanding contributions to the protection of historic and cultural districts shall be commended by the municipal, county (city, district) people's government in accordance with the relevant provisions of the state and province. Article IX municipal, county (city, district) people's governments and relevant departments shall strengthen the protection of historical and cultural neighborhoods of research, publicity and education.

Radio, television, newspapers, networks and other media shall strengthen the publicity and education on the cultural connotation of historical and cultural districts, popularize the knowledge of protection, promote and introduce the characteristics of Quzhou's history and culture, and raise the awareness of the whole society of protection. Article 10 Any organization or individual shall have the right to discourage and report illegal acts of destroying historical and cultural districts and their historical buildings. Chapter II Declaration and Planning Article 11 The conditions and procedures for the declaration and approval of the provincial historical and cultural district shall be implemented in accordance with the provisions of the Regulations on the Protection of Famous Historical and Cultural Towns and Villages in Zhejiang Province.

Declaring the city of historical and cultural district, the county (city, district) people's government by the location of the application, by the municipal housing and urban-rural construction departments, in conjunction with the municipal cultural relics, natural resources and planning departments to organize the relevant departments for the argumentation, put forward a review of the views of the municipal people's government for approval and publication.

The conditions for the declaration and approval of the city's historical and cultural neighborhoods shall be determined and announced by the municipal people's government.
