1. Support the technological transformation of small and medium-sized manufacturing enterprises. 3. Support digital intelligence to empower small and medium-sized enterprises. Support the construction of distinctive and regional industrial Internet platforms, and give the platform construction unit a subsidy of no more than 5 million yuan according to a certain proportion of the actual investment in software and hardware. Support the construction of secondary nodes for industrial Internet logo analysis, and give subsidies of no more than 1 10,000 yuan to new node construction units according to a certain proportion of actual investment in software and hardware. Enterprises (projects, platforms) that have obtained the pilot demonstration or title of national green factory, green supply chain management enterprise, national industrial design center, national technological innovation demonstration enterprise, national quality benchmark, single champion of manufacturing industry, national industrial Internet, big data industry development, service-oriented manufacturing, new information consumption demonstration project, and the integration and development of new generation information technology and manufacturing industry recognized by the State Council or the Ministry of Industry and Information Technology will be given a one-time reward of 6.5438 million yuan. 14. Support the construction of public service platform for small and medium-sized enterprises. The public service platform for small and medium-sized enterprises at or above the provincial level shall be rewarded according to the assessment results. Encourage all localities to actively set up and expand the fund pool of emergency working capital for small and medium-sized enterprises, and make efforts to alleviate the liquidity pressure of market players through emergency working capital, emergency lending, bridge funds, insurance loans, etc., promote the reduction of comprehensive financing costs, and ensure that new financing will focus on manufacturing small and medium-sized enterprises. The provincial finance shall assess the use of emergency revolving fund pools for small and medium-sized enterprises around the country, and reward them for their large investment scale, high turnover frequency, good operating efficiency and large number of households supporting small and medium-sized enterprises.

29. Implement fiscal incentive policies to support the stability of foreign trade. Encourage provincial cities to take innovative financial policies and measures such as export tax rebate fund pool and foreign trade credit reserve (foreign trade loan) according to local conditions to support and stabilize the basic foreign trade in our province, and the provincial finance will give subsidies and rewards according to the assessment.

30. Give play to the role of provincial financing guarantee institutions. 48. Implement preferential price evaluation for government procurement projects. The purchaser and procurement agency shall deduct the price of 10%-20% (3%-5% for engineering projects) from the quotation of small and micro enterprises when reviewing the procurement projects or procurement packages without reserved shares. If the comprehensive evaluation method is adopted but the low price priority method is not adopted to calculate the price score of government procurement construction projects by bidding, the price score will be increased by 3%-5% on the basis of the original quotation.

49. Accelerate the payment of government procurement funds. Increase the down payment ratio of government procurement projects, and the down payment ratio of government procurement contracts signed with small and medium-sized enterprises shall not be less than 50% of the contract amount in principle. For contracts with advance payment arrangements, the purchaser is encouraged to increase the proportion of advance payment to more than 30%. For those who meet the payment conditions agreed in the contract, the purchaser shall, in principle, pay the funds to the supplier account agreed in the contract within 10 working days after receiving the invoice, and encourage the purchaser to improve the internal process and complete the payment of funds within 10 working days after receiving the invoice.
