In order to implement the decisions and arrangements of the Party Central Committee and the State Council, the General Office of the State Council forwarded the National Development and Reform Commission’s Notice on Vigorously Implementing Engineering-based Work in Key Engineering Projects. "Notice on the Work Plan for Relief to Promote Employment and Increase Income of Local People" (State Office Letter [2022] No. 58) and the "Notice on Actively Promoting Relief for Work in the Field of Agricultural and Rural Infrastructure Construction" jointly issued by nine departments including the National Development and Reform Commission Opinions" (Fagai Zhenxing [2020] No. 1675) and other documents require that we further promote local and nearby employment and increase income. With the consent of the Ministry of Transport, we are now vigorously promoting work-for-relief in the field of transportation infrastructure construction and management and maintenance. The notice of matters is as follows:
1. Fully understand the importance of promoting work-for-relief in the field of transportation infrastructure construction and management and maintenance
Work-for-relief is to promote nearby employment and increase income for the masses. , an important policy to improve labor skills is an important way to improve the income distribution system and support the people to create a happy life through work. The investment in transportation infrastructure construction and management is large-scale, benefits widely, has strong driving ability, and has great employment potential for local people. Local transportation authorities at all levels must fully understand the importance of promoting work-for-relief in the field of transportation infrastructure construction and management and maintenance, and actively promote the work-for-relief approach to help people find jobs nearby and increase their income.
2. Further clarify the scope of implementation
(1) Key transportation projects. Under the premise of ensuring the quality and safety of the project and meeting the progress requirements, we will fully explore the construction of the main project and the ancillary temporary construction around key projects such as expressways, ordinary national and provincial trunk lines, border-to-border highways, port and shipping facilities, airports, and highway passenger and freight stations. , construction site service guarantee, post-construction management and maintenance, etc., balance the relationship between labor contract employment and work-for-relief labor employment in the construction and management and maintenance fields, and absorb as much local people's participation as possible through work-for-relief methods Construction.

3. Do a good job in organization and implementation
(1) Establish a project list. Provincial-level transportation authorities and the Yangtze River Navigation Administration should combine the special transportation planning and the actual conditions of the region and system to study and determine the construction tasks and employment link guidance catalogs that can implement work-for-relief, and sort out the transportation on an annual basis. The list of work-for-relief projects in the field of infrastructure construction and management and maintenance shall be dynamically managed and reported to the Ministry for filing.
(2) Clarify work requirements. In the preliminary work stage, relevant projects must study the expected results of carrying out work-for-relief construction tasks and increasing local people's employment and income, and reasonably clarify the employment links and the number of positions. During the construction organization stage, it is necessary to tighten the responsibilities of relevant project construction, construction, and supervision units, and clarify the responsibilities of all parties in terms of quality and safety training, on-site management, and rights protection for workers in the work-for-relief program. After the project is completed, the implementation of the relief-for-work program should be evaluated, and the evaluation results should be used as an important reference for project completion acceptance and auditing of final accounts. During the management and operation stage, it is necessary to actively attract qualified local people when setting up jobs and recruiting migrant workers.
(3) Strengthen guidance and supervision. 4. Effectively safeguard the legitimate rights and interests of the participating people

Relying on the local work-for-relief labor communication and coordination mechanism, through labor service companies, labor cooperatives, village collective economic organizations, etc., we organize and mobilize local rural labor force, urban low-income population and groups with employment difficulties to participate in the work, giving priority to absorbing migrant workers returning home and getting rid of poverty. (2) Pay the work-for-relief labor remuneration in full and in a timely manner. Transportation authorities at all levels must strengthen supervision over the payment of labor remuneration for work-for-relief projects in the field of transportation infrastructure construction and management and maintenance, and resolutely put an end to arrears, deductions, fraud and other behaviors in the payment of labor remuneration.
(3) Provide skill training for the participating people. All localities should coordinate various training resources, adopt methods such as "training + on-the-job", carry out practical training and on-the-job training, and focus on strengthening pre-job training and technical briefings for personnel in key positions involving quality and safety. Help participating people master practical operation skills and solve the problem of people's difficulty in participating in project construction due to lack of skills. It is necessary to promote the transformation of "skilled workers" into "skilled workers", rely on the implementation of special investment projects to provide relief for work, carry out targeted labor skills training and safety production training, and cultivate skilled labor in advance for key engineering projects. It is necessary to promote the transformation of "odd workers" into "permanent workers", and carry out short-term skills training for the labor force involved in project construction in response to the employment needs for operation, management and maintenance after the project is completed, and give priority to employment.
5. Strengthen organizational leadership

(3) Strengthen publicity and guidance. It is necessary to carefully summarize the experience and practices in the implementation of work-for-relief in the field of transportation infrastructure construction and management and maintenance, carry out publicity and promotion through on-site meetings, experience exchanges, special promotions, etc., increase the publicity of typical cases, and create a good public opinion environment and social atmosphere.
(4) Strengthen information submission.
