2015 Zhuhai Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) Special Research Report

In order to promote the work on aging in Zhuhai and to take the innovative path of Zhuhai, the CPPCC entrusted the Research Center for Population Aging and Economic and Social Development of Jilin University to set up a research group on "Survey on the Current Situation of Population Aging and Countermeasures in Zhuhai", which was coordinated by the Committee on Population, Resources and Environment of the CPPCC. The research group organized relevant experts to conduct a survey on the current situation of the aging population in Zhuhai. The survey took one and a half years to complete, with a stratified, cluster sampling method to conduct face-to-face questionnaire surveys, physical examinations and laboratory tests on 1,109 elderly people aged 60 and above in Zhuhai. A detailed survey report (hereinafter referred to as "the report") has been formed.

In recent years, the Zhuhai government has done a lot of work in the field of elderly services. Firstly, it has improved the relevant policies and systems for the elderly and formulated a plan for the construction of a social service system for the elderly. Second, the formation of "government-led, policy support, social participation, citizens' mutual assistance, norms to promote" the direction of the development of the socialization of elderly services. Third, the rapid construction of elderly service infrastructure has been promoted, and a diversified funding mechanism has been initially established. Fourth, the protection of the rights and interests of the elderly has been strengthened. From a comprehensive point of view, Zhuhai City is still in the initial stage, whether in infrastructure construction, or in professional and standardized management, there is a considerable gap with the actual demand.

More than 60% of the elderly suffer from high blood pressure

The survey shows that as of the end of 2013, Zhuhai City had a household population of 125,600 elderly people over 60 years of age (data from the city's Public Security Bureau), accounting for 11.59% of the total household population. Of the 1,109 elderly people surveyed, 103 were aged 103, with a minimum age of 60, and an average age of 67.68±7.13 years. There were 414 males (37.33%) and 695 females (62.67%). From the perspective of the composition of the elderly population from different age groups, the number of people in the group of 60-69 years old 766 people, accounting for 69.07%; the number of people in the group of 70-79 years old 240 people, accounting for 21.64%; the number of people in the group of 80 years old and above (≥ 80) 103 people, accounting for 9.29%.

According to the self-reported chronic disease prevalence among the elderly and the related testing and diagnosis, the top six chronic diseases are hypertension (66.5%), osteoarthritis (29.7%), eye disease (16.9%), diabetes mellitus (15.7%), heart disease (11.0%), and cerebrovascular disease (6.7%), in order of prevalence.

At present, there are 24 nursing institutions in Zhuhai City***

The survey learns that there are 24 nursing institutions in Zhuhai City*** at present, of which 15 are public and 9 are privately-run. Zhuhai currently has a large number of nursing institutions, but the scale is not large, the size of a bed number is only 180, and the overall level of service is not high, high-end nursing institutions in Zhuhai does not exist for the time being. The city*** has 3,387 beds for the elderly, with an average of 26.8 beds per 1,000 elderly household members. 2014 data released at the National Conference of Directors of the Office of the Elderly showed that the average number of beds per 1,000 elderly people in China is 24.4. From the above results, we can see that Zhuhai's data is slightly higher than the national average.

At present, the elderly institutions **** occupied by 1397 elderly people, the occupancy rate of 49%. Among them, the average public occupancy rate is 36.4%; the average private occupancy rate is 65.5%. From the point of view of occupancy rate, although the average monthly fee of public elderly institutions is lower than 1500 yuan/person, while the average monthly fee of private elderly institutions is higher than 2000 yuan/person, the occupancy rate of private elderly institutions is higher than that of public institutions due to the influence of geographic location, service facilities and other factors. At the same time, the vast majority of elderly people still choose to age in the familiar environment of the community at home.

Suggesting the formulation of a development plan for the cause of aging

The report concludes that Zhuhai is not yet fully prepared to deal with the aging of the population, and that the middle-aged and young people in the society have not yet fully realized the importance and necessity of preparing for old age in a timely manner, and the traditional notion of raising children to prevent old age is not yet fully realized in some parts of the city. The traditional concept of "raising children to prevent old age" is still y rooted in the minds of some people.

The report suggests strengthening the top-level design of the aging policy and layout, formulating the medium- and long-term planning for the development of the aging cause; and establishing an institutional mechanism for the government, the market, and the three major sectors of society*** to cope with the aging of the population.

The report also suggests further improving the construction of the healthcare system. At present, the total number of elderly care and rehabilitation service facilities and places in Zhuhai is still insufficient, and there is an urgent need to prioritize the development of social care and rehabilitation services, and improve the medical rehabilitation and care system. To build a rehabilitation care system that closely integrates and orderly connects large hospitals, specialized institutions and primary medical institutions, to accelerate the training of rehabilitation care talents, and to establish a sound rehabilitation care insurance participation system. Improve the supplementary medical insurance system and actively develop commercial health insurance. It is effectively promoting the construction of geriatric medical and healthcare service outlets, as well as strengthening the construction of geriatric medical and healthcare teams at the grassroots level, so as to improve the universal healthcare service system that combines prevention and treatment. Establish a regional health and population health evaluation system, and improve the residents' health evaluation index system.

Increase investment to promote the development of large health industry

The report suggests increasing government investment; absorbing social funds; encouraging individual investment, and striving for more investment to promote the development of large health industry, including hospital medical care, health management, rehabilitation and nursing care, drugs and health care, medical equipment, tourism and health care as a chain. Promote one-stop services for disease diagnosis and treatment, and the establishment of the medical association model [ hospitals (second and third class), clinics, and family hospital beds]. Purposefully improve education, the establishment of health records of the elderly, regular health assessment and individualized life and diet guidance and health care, strengthen the training of nursing full-time team and general practitioner teams and staffing.

Zhuhai is currently from the people's concepts and choices, suitable for "home care" as the main mode should be "health plus old age", supplemented by the corresponding policy support. New residential (small) areas should be based on planning requirements and construction standards supporting the construction of elderly service facilities. Actively promote the pace of tourism and old age.
