Qihar City is located in Songnen Plain in the middle and west of Heilongjiang Province, with Daqing as the oil city in the south and Heihe as the border city in the north. It is the economic and cultural center and transportation hub in the west of Heilongjiang Province. The general office of Heilongjiang Province in the Qing Dynasty and the capital of Heilongjiang Province in the early days of the founding of the People's Republic of China were both located here.
