Equal or reduced replacement system mainly refers to equal or reduced replacement of production capacity or equal or reduced replacement of sewage discharge. Equivalent or reduced capacity replacement means that for industries with overcapacity such as steel and cement, backward production capacity or low-tech production capacity must be eliminated first by eliminating backward production capacity in the whole country or in a certain region (group company) and reorganizing the original enterprises.

By calculating the function value of the optimal control variable at each moment, the computer drives the actuator through signal amplification and power amplification to control the controlled object with minimum energy consumption.
