We can regard it as a weak moral thought of the governors at that time, but the reason for this is mainly related to the times at that time:

The ethics of human relations in the early Han Dynasty was closer to that in the Spring and Autumn Period and the Warring States Period, while in the early Han Dynasty or earlier, China people were not ruled by Confucianism, emphasizing the importance of "courtesy", which was the social basis of these phenomena.
