The hierarchy of values of human rights

I) The principle of universality of human rights must be combined with the national conditions of each country - the first refers to the universality of the subject of human rights, i.e., human rights are rights that should be enjoyed by all human beings, or at least all the citizens of a country or all the members of a society, irrespective of their race, color, sex, language, religion, political opinion, nationality, social origin, property status, cultural level, etc.; and, in international terms, the freedom and equal rights that all peoples and nations should enjoy. The second refers to the universality of human rights principles and their content.

(b) Human rights include not only civil and political rights, but also economic, social and cultural rights; not only individual human rights, but also collective rights.

(c) The right to subsistence and the right to development are the first and foremost human rights - the right to subsistence and the right to development are the first and foremost human rights, and without the right to subsistence and the right to development, there is no way to talk about all other human rights.

(d) Human rights is the unity of rights and obligations - human rights is the unity of rights and obligations, is one of the basic principles of China's concept of human rights.

(v) Stability is the prerequisite for the realization of human rights, development is the key to the realization of human rights, and the rule of law is the guarantee for the realization of human rights - human rights cannot be realized without a stable socio-political environment and the development of the economy, society, and culture, and the guarantee of democracy and the rule of law.

(vi) Human rights are essentially a matter within the sovereignty of a country.

(vii) Evaluation of the human rights situation in a country cannot be divorced from history and national conditions.

(viii) Dialogue and cooperation is the only way to promote the development of international human rights - The only correct way for the international community to safeguard and promote human rights is through dialogue and cooperation. We are in favor of dialogue and cooperation in the field of human rights on the basis of equality and mutual respect.
