Legal basis: Organic Law of Villagers' Committees of the People's Republic of China Article 2 A villagers' committee is a grass-roots mass self-governing organization for villagers' self-management, self-education and self-service, which implements democratic election, democratic decision-making, democratic management and democratic supervision.
