Strengthen the management of agricultural resources market, set up agricultural resources association, and strengthen industry self-discipline. Innovate agricultural services, integrate agricultural subsidies, support the integrated development of agricultural enterprises in the district supply and marketing cooperative system, and try to sell agricultural materials with zero price difference by learning from Huangshan supply and marketing cooperative model. Promote the construction and integration of grass-roots cooperatives and regional service centers for agriculture, with one institution and two brands. Strengthen cooperation between grass-roots cooperatives and rural collective economic organizations, grass-roots agricultural extension institutions and leading enterprises, broaden business areas, extend service networks and achieve common development.

2. Accelerate the classification and transformation of grassroots cooperatives. Through the development of production cooperation, supply and marketing cooperation, consumption cooperation, credit cooperation, service cooperation and other types of cooperation, we will promote the transformation of conditional grass-roots cooperatives into comprehensive cooperatives. 3. Strengthen the construction of farmers' professional cooperatives. Take the modes of self-management, guidance, cooperation and service to accelerate the development of farmers' professional cooperatives. Explore the establishment of industrialized and service-oriented farmers' professional cooperatives such as land transfer, land custody, agricultural machinery operation, mutual fund assistance and farmhouse music. Promote the construction of demonstration cooperatives of farmers' professional cooperatives and effectively improve the quality and level of farmers' professional cooperatives. Guide farmers' professional cooperatives to improve the degree of organization, scale and standardization, and develop a number of powerful, branded and influential farmers' professional cooperative associations.

Give play to the exemplary role of leading enterprises of supply and marketing cooperatives in the construction of "professional cooperatives+bases+farmers", vigorously cultivate and develop modern agricultural industrialization complexes, and lead farmers to increase production and income.

4. Strengthen the construction of industry (professional) associations and rural cooperative economic organizations. Actively develop and serve all kinds of agricultural products industry (professional) associations, agricultural and agricultural machinery professional associations, etc. , guide industry associations to expand service platforms, strengthen the ability to undertake government transfer functions and purchase public services, complement each other's advantages with the alliance, and develop synergistically to form a joint force for serving agriculture. (C) innovative cooperative governance mechanism

3. Optimize the system and mechanism.

(3) Promote the substantive operation of supply and marketing cooperatives in the district. Encourage enterprise managers and technical backbones to hold more shares and reduce and avoid everyone holding shares. 2. Promote the development of social enterprises. (1) Strengthen joint cooperation.
