First of all, developing vocational education is the need of developing economy. In recent years, the speed of economic construction in our county has been accelerating. In 2005, the GDP65 was 6.5 billion yuan, and the total local fiscal revenue exceeded 300 million yuan. The comprehensive economic strength has leapt to the forefront of the city and ranked among the top 20 counties and cities in the province. At the same time, we are soberly aware that to maintain the sustained and coordinated development of county economy, we must adjust the economic structure and change the mode of economic growth. Our county has established "adhering to the new industrial development road, deeply developing local resources, and vigorously developing circular economy and high-tech industries;" Adhere to the development of agriculture through science and technology, adjust the planting and breeding structure, and develop efficient agriculture, efficient aquaculture and safe agriculture; Accelerate the development of human resources and promote the rational and orderly transfer of rural labor force. To implement this strategy, we must have a large number of high-quality skilled and practical talents. Secondly, the development of vocational education is the need of educational reform and development. After popularizing nine-year compulsory education, the people's demand for education has increased. Vigorously developing vocational education and accelerating the popularization of high school education are not only the practical needs of economic and social development, but also the inevitable requirements for realizing the comprehensive and sustainable development of education. As a county-level government, we must correctly grasp the direction of rural education reform and development, coordinate the implementation of the "three religions" and coordinate the development of high school education. General education and adult education in our county have a good foundation. Popularizing nine-year compulsory education and adult education are both advanced counties in China. Vocational education has also developed rapidly in recent years, with a certain foundation and a certain position in the province. Third, the development of high school education must focus on the development of secondary vocational education. In the process of accelerating the popularization of high school education, the government must do a good job in macro-control, ensure the coordinated development of general education and vocational education, and gradually make secondary vocational education the main body of high school education. Adhere to the "two-handed grasp", focusing on the ordinary high school education led by County No.1 Middle School, the vocational high school education led by Lanjiang Vocational Secondary School, and the leading schools to promote the coordinated development of high school education. In 2003, we held an enlarged meeting of the Standing Committee of the County Party Committee and made a decision to make the two schools bigger and stronger. In 2004, we started the expansion project of two schools at the same time, and in 2005, we implemented a soft loan plan of 20 million yuan for two schools respectively. In terms of policy support, it has further tilted towards vocational education and formulated a series of preferential policies to ensure the development of vocational education, creating a good environment for the development of vocational education.
Second, speed up the pace of construction and build a high-level demonstration vocational school.
1, do a good job in school development planning. According to the needs of economic and social development, under the guidance of Scientific Outlook on Development, we have carefully formulated the school development plan. First of all, it is determined that the school serves the county and the northwest of Hunan, and the scale of running a school is set at about 7,000 students. Secondly, the goal of senior high school is established, that is, to make the school a comprehensive vocational school with reasonable layout, high standards and first-class facilities, and to become the vocational education center, senior and intermediate technician training center and science and technology extension service center of the county. Third, scientifically determine the school expansion project. From 2004 to 2007, it is planned to invest 70 million yuan to expand the campus 120 mu, build new teaching buildings, libraries, student canteens, student apartments, 400-meter plastic track standard sports ground, gymnasium and training center, and build new breeding training bases to beautify the campus. After the scheme was formulated, we organized relevant departments and experts to demonstrate it, and formed a document and drew the scheme.
2. Raise construction funds. In order to speed up the construction of demonstration vocational schools, we have achieved "two guarantees" in funding: First, we have ensured that the funds for normal operation are allocated in place. First of all, ensure that the salaries of faculty and staff, including policy subsidies, are paid in full and on time by the county finance, without any arrears; Secondly, ensure that the additional part of urban education fees for vocational education is allocated in place. In the past two years, a total of 6.5438+0.2 million yuan has been allocated to schools. Third, we list Lanjiang Vocational Technical Secondary School as a key protection unit, and no unit may collect adjustment funds from the school. The second is to ensure that construction funds are raised in place. We raise construction funds through multiple channels: ① county financial guarantee loans. In 2004 and 2005, the school secured loans of RMB 40 million in China Construction Bank and China Development Bank respectively. (2) Mobilize social donations. Over the past three years, we have raised construction funds of 1 10,000 yuan for schools of related enterprises and units. (3) Reduce various construction costs. It is stipulated that all kinds of service fees are only charged at 15% of the total receivable, and all administrative charge are free. So far, various departments have reduced or exempted all kinds of construction fees by more than 2 million yuan. (4) the balance of school funds is used for school construction. The annual surplus of Lanjiang Vocational Secondary School is100,000 yuan, which is all used for school construction.
3. Accelerate construction. First, promote construction according to law. In 2004, the land acquisition environment was not very good, and Lanjiang Vocational Secondary School was located in the county. The expansion of 120 mu campus requires the demolition of 93 households, which is the largest land acquisition and demolition in the county construction of our county. In order to ensure the smooth progress of land acquisition and demolition, we vigorously publicized the vocational education law, deployed the demolition work according to relevant laws and regulations, held many meetings, and closely organized law enforcement departments to enforce the law on the spot, thus completing the task of land acquisition and demolition in a relatively short time. The second is to promote construction with policies. We have issued a special document on the construction of demonstration vocational schools, and made policy provisions on the responsibilities and services that relevant departments should undertake in the construction of demonstration vocational schools. At the same time, the "Li County Vocational Secondary School Construction Coordination Command" composed of county heads, relevant county leaders and heads of relevant departments was established to ensure the "passepartout" of school construction. After the school expansion project started, all the projects were carried out as planned. The campus was expanded to 1.20 mu, and the Lanjiang teaching building and the library with a building area of12,200m2 were newly built, and the original county livestock and poultry farm 1.47 mu was leased to the school as a breeding training base. Other projects are being built or started as planned.

We insist on taking Lanjiang Vocational Secondary School as the "leader" of the county's vocational education, and through the demonstration of the "leader", we will integrate all kinds of vocational education resources to form a scientific vocational education system and better serve the county's economic development. In recent years, driven by the demonstration of Lanjiang Vocational Secondary School, all kinds of vocational schools in the county have flourished. There are 8 vocational schools, including government-sponsored 1 school, 2 departments-sponsored, social organizations-sponsored 1 school and 4 private vocational schools, forming a diversified school-running pattern of vocational education jointly organized by the government, departments and social forces. The annual enrollment of vocational schools in the county has reached 6000, which is roughly equivalent to that of ordinary high schools.
2. Give full play to the role of its training center. In recent years, we have held labor export training, re-employment training for laid-off workers, on-the-job training for employees, training for special types of jobs, and various poverty alleviation trainings in Lanjiang Vocational Secondary School every year 10, with an annual number of trainees 1000. In addition, we also organize professional teachers from Lanjiang Vocational Secondary School and all kinds of scientific and technical personnel from the county to carry out various trainings in township agricultural schools, enterprises and institutions, with more than 5,000 trainees each year. The rural surplus labor force in our county has reached 65.438+0.59 million, forming a labor force in Lixian county with electromechanical, construction and tertiary industries as the main body, with an annual income of 65.438+0.2 billion yuan. All kinds of training have effectively promoted the implementation of "Re-employment Project" and "Poverty Alleviation Project" in our county. In the past two years, the per capita annual income of urban and rural residents has increased by more than 200 yuan every year, and the deposits of urban and rural residents in the county have reached 3.823 billion yuan.
3. Give full play to its role as a promotion center. With Lanjiang Vocational Secondary School as the lead unit and teachers and students as the backbone, we organized and implemented the "Science and Technology Home Project" and the "New Farmers' Science and Technology Training Project", vigorously promoted various practical technologies, introduced and popularized modern science and technology, and accelerated the process of agricultural industrialization. Efficient agriculture has achieved initial results, and the scale of "ten thousand yuan land" has been expanding; Efficient farming is booming, and "specialized farming households" are constantly emerging. The county's industrial structure and economic growth showed a benign trend. Zhou Ping, a teacher majoring in animal husbandry in Lanjiang Vocational Secondary School, used the training base of the school to introduce and popularize lean commercial pigs, compiled "Lean Commercial Pig Breeding Technology" and trained more than 4,200 rural cadres and villagers. He took the lead in establishing the "Lixian Pig Breeding Industry Association" and created the "company+farmer" breeding model, which made lean commercial pig breeding rapidly develop into a major industry in Lixian County with an annual output of 8,200 pigs. Our county is listed as the "pig breeding base county" in the province, and Zhou Ping was awarded the honorary titles of "Top Ten Outstanding Youth in Lizhou City" and "Breeding Star in Changde City" by the county and municipal government.
The construction of demonstration vocational schools is a long-term process, and it is the unshirkable responsibility of the government to run them well.
