Focusing on eight key points, Taiyuan has implemented a package of policies and measures to stabilize the economy.

The Action Plan of Taiyuan's Solid and Stable Economy was announced on August 9th. On the basis of top-level implementation of national and provincial policies, our city has focused on eight key aspects, such as finance and taxation, consumption and people's livelihood, and implemented a number of policies and measures to benefit enterprises and benefit the people with greater intensity, higher standards and finer details.

Accelerate the implementation of fiscal and taxation policies

Our city will pay close attention to tax refund and tax reduction for small and micro enterprises and individual industrial and commercial households, and increase assistance. For example, for the part where the annual taxable income of individual industrial and commercial households does not exceed 6,543,800 yuan, on the basis of the current preferential policies, personal income tax will be levied by half. At the same time, we will promote inclusive tax relief for small-scale taxpayers.

Increase support for key industries in key areas. Issue the transfer payment budget as soon as possible. Arrange funds for industrial transformation and upgrading, and support the transformation and upgrading of traditional industries and the development and growth of emerging industries. For example, support the "chain owner" enterprises in key industrial chains in our city to play a core traction role, and reward the "chain owner" enterprises with annual operating income of 654.38 billion yuan, 5 billion yuan and 654.38 billion yuan for the first time.

Our city upgraded its independent tax reduction policy. When transferring the ownership of land and houses to enterprises, those who meet the requirements shall be exempted from deed tax; Extend the policy period of reducing the tax standard of urban land use tax twice in our city and the policy period of high-limit deduction of entrepreneurship and employment tax for key groups to the end of 2025.

Fully support the real economy.

All financial institutions should make use of the "online and offline" financing docking function of Taiyuan's comprehensive financial service platform and Taiyuan's comprehensive financial service hall to enhance the financial service capabilities of small and micro enterprises, and carry out "two lists" of first loan services for small and micro enterprises and individual industrial and commercial households to encourage financial institutions to expand small and micro businesses.

Taiyuan Scientific and Technological Achievements Transformation Fund will be established to focus on supporting the transformation of a number of scientific and technological achievements in Taixin Comprehensive Economic Zone. The Taiyuan-Xinxiang Economic Integration Development Industry Fund will be set up, focusing on seven industries, including new materials, high-end equipment manufacturing and new green energy, to build a high-energy industrial ecosystem in the Taiyuan-Xinxiang comprehensive economic zone.

Our city actively participated in the establishment of Jinzhong Urban Agglomeration Fund, supported projects in infrastructure construction, industrial transfer, ecological governance, scientific and technological innovation, public * * * * services, and helped the high-quality development of Jinzhong Urban Agglomeration.

Fully expand effective investment.

Accelerate a number of major water conservancy projects, including: the Fenhe River Basin flood control capacity improvement project to improve the city's river flood control capacity; Implement the upstream ecological control project of the "Seven Rivers" to effectively improve the upstream ecological environment.

Accelerate investment in transportation infrastructure. On the railway side, do a good job in the construction of the West Ring Road of Taiyuan Railway Hub; In general aviation, promote the construction of provincial aviation logistics base of Yaocheng Airport and gradually promote the construction of Yangqu General Airport; In terms of rail transit, speed up the construction of the first phase of urban rail transit 1 line; Expressway, speed up the construction of the Northwest Second Ring Expressway, and promote the preliminary work of Gujiao-Loufan-Fangshan expressway.

Accelerate the construction of municipal infrastructure and urban renewal. Optimize the road network structure, improve road functions, and promote the construction of municipal road infrastructure such as the south extension of Binhe East Road, the north extension of Mud Line and the east extension of Longcheng Street in the south of our city. Implement urban renewal and speed up the transformation of old urban residential areas and villages, including energy-saving transformation of existing residential buildings, installation of elevators and footbridges, and transformation of small streets and lanes to continuously improve the living environment.

Stimulate the vitality of the consumer market

Our city vigorously promotes the recovery of residents' consumption, and continues to carry out the "Jinqing Consumption Enjoy Life" digital voucher distribution activities. On the premise of epidemic prevention and control, promote the normal operation of various consumption scenes such as restaurants, retail stores, hotels, theaters and scenic spots.

Create a city "fireworks gas" gathering area. Upgrade ten key business districts and characteristic blocks, and strive to build a national high-grade pedestrian street in Chonglou Street. Layout ten "night economy" (morning market) gathering areas, and build more than ten characteristic commercial blocks (pedestrian streets) in counties (cities, districts). A number of convenience stalls are planned and set up in some parks in the six districts of the city to stabilize and stimulate the vitality of market players.

Meet the rigid and improved housing needs of residents, and build various online and offline platforms to facilitate people to buy houses. Joint commercial banks set up a second-hand housing transaction hall to further smooth the circulation channels of second-hand housing transactions. At the same time, speed up the collection of affordable housing to solve the housing problem of new citizens and young people.

Ensure food and energy security.

In order to ensure stable grain production and increase production, our city implements the strictest farmland protection system. We will implement subsidies for the protection of cultivated land fertility and the second batch of one-time subsidies for farmers who actually grow grain. Compacting the responsibility of food security, strictly implementing the scale of grain reserves, and doing a good job in price stability and monitoring and early warning of grain markets.

On the premise of ensuring production safety and ecological safety, in accordance with the requirements of "one mine, one policy", we will implement measures to stabilize production and increase supply of coal mines in the city, encourage existing production coal mines to intensify intelligent transformation, and stabilize the average daily output of coal. Comprehensively guarantee the stable supply of coal for power generation and heating in the city.

Our city will multiply renewable energy, vigorously develop clean energy such as wind power, photovoltaic and biomass energy, focus on promoting the pilot development and construction of distributed photovoltaic roofs in Xinghualing District and Qingxu County, and accelerate wind power projects such as Matoushan in loufan county, Dujiao Canal and Lingjingdian in Yangqu County, and 30MW distributed photovoltaic power generation projects on industrial and commercial roofs.

Stabilize the industrial chain supply chain

Reduce the water and electricity costs of market players. We will implement the policy of "water, electricity, gas, etc." for small and micro enterprises and individual industrial and commercial households that are temporarily difficult to operate due to the epidemic. Implementation, and set a 6-month fee holdover period, which can be appropriately extended according to the actual situation, and the late payment fee will be exempted during the holdover period.

Promote phased reduction and exemption of housing rents for market players. In 2022, small and micro enterprises and individual industrial and commercial households in the service industry in the county-level administrative areas listed as high-incidence areas rented state-owned houses. Rent will be reduced by six months in 2022 and three months in other areas. Encourage all kinds of parks such as Zhichuang City and Science Park to give rent concessions in the form of direct reduction, refund and contract extension.

Strictly implement the traffic policy of freight vehicles in the province and get through the logistics bottleneck. The system of "take, stay and chase" shall be implemented for freight vehicles coming from or entering or leaving the city where high-risk areas are located. Do a good job in the health protection management of employees in the delivery logistics enterprises, fully implement the responsibility of the first killing of the delivery logistics, implement the "six-sided killing", and achieve "everything must be checked, everything must be removed, and everything must be protected".

Actively stabilize foreign trade and foreign investment.

Stabilize the basic disk of foreign trade. Set up special funds for foreign trade and economic development, increase support for the cultivation of leading foreign trade enterprises, accelerate the construction of China (Taiyuan) cross-border electronic commerce Comprehensive Experimental Zone, support foreign trade enterprises to explore the Belt and Road Initiative and emerging markets, and stabilize and expand the scale of foreign trade import and export.

Actively attract foreign investment. Increase investment policy support for manufacturing, R&D centers and other fields, and improve the efficiency of equity investment in foreign-funded enterprises. Financial incentives will be given to foreign investors, headquarters economy and multinational companies' investment, and existing foreign-funded enterprises will be encouraged to transform and upgrade into functional headquarters such as regional R&D, sales and financial centers. Reduce the start-up time of foreign enterprises and the registration time of foreign-funded enterprises to 3 working days.

Grasp the bottom line of people's livelihood security

Implement the phased support policy for housing provident fund. Support enterprises affected by the epidemic to postpone or reduce the proportion of housing provident fund deposit by stages, increase support for the extraction of housing provident fund from rental housing, guarantee the loan rights and interests of housing provident fund extraction and distribution to employees, and properly handle the overdue loans of employees affected by the epidemic.

Encourage enterprises to absorb poor labor and employment of college graduates. Support poverty-stricken counties to establish various forms of poverty-stricken workshops, community factories, satellite factories and employment stations. In accordance with the Measures of Taiyuan Municipality for Promoting the Employment and Entrepreneurship of College Graduates, the employment plan of "one college student in one village" will be promoted, and enterprises that absorb college graduates for employment and entrepreneurship will be rewarded with double-innovation funds.

Our city will improve social and people's livelihood security measures. Strictly implement the linkage mechanism between social assistance and security standards and price increases, and timely and fully distribute temporary price subsidies to alleviate the impact of price increases. We will do a good job in ensuring the supply and price stability of rice, flour, oil, vegetables, meat, eggs, milk, etc., and ensure that the basic living standards of the needy people will not be reduced because of rising prices. Do a good job in life assistance for the affected people and give targeted help to those who have temporary difficulties.
