Thinking determines the way out, and thinking innovation is the premise and foundation of party building work innovation. Under the new situation, in order to make new progress and breakthrough in the party building work of government organs, we must innovate our working ideas. Only by constantly innovating the thinking of party building work can the party building work in government organs truly reflect the times, grasp the regularity and be creative.

The national conference on party building in government organs established the goal of party building in government organs as "adapting to the new situation and new tasks, and walking ahead of party building at the grass-roots level" and the task of party building in government organs as "serving the center and building a team". Establish a new working idea of grasping the party building around the center, grasping the party building to promote the center, determine the work content of the party in government organs according to the function of land and resources management, arrange the party activities according to the needs of the central work of the Ministry, take the difficult points of the central work as the focus of the party building work, take the weak links of business work as the important starting point of the party building work, run through all aspects and links of the party building work in government organs, and resolutely prevent and correct the tendency of "grasping the party building with party building" and "two skins" of party building and business. Focusing on the functions and central work of land and resources management, aiming at building a first-class team, cultivating a first-class style of work and creating a first-class performance, we should think what the center thinks, be urgent and do what the center needs, truly make suggestions, make decisions, implement actions and achieve results, and strive to improve the pertinence of party building work, so that the overall thinking of party building work in our department can better meet the new requirements of party building work in the new period. Specifically, it is necessary to deepen the understanding of three aspects, adhere to three focuses, do a good job in four combinations and achieve four breakthroughs.

Deepen the understanding of three aspects

First, we should fully understand the new requirements put forward by profound changes in the world, national conditions and party conditions for party building. The party is facing a long-term, complicated and severe test. The core of party building work is to strictly manage the party and be brave in change. We should be prepared for danger in times of peace, enhance our sense of urgency, always worry about the Party, fully perform the Party's responsibilities, be brave in reform and innovation, never become rigid, never stagnate, and live up to the people's trust and expectations.

Second, we must deeply understand the experience of the party in governing and strengthening its own construction. At present, there are six problems in party member's team, such as ideals and beliefs, which are also the key issues that we need to solve to further strengthen and improve the party building work under the new situation.

The third is to deeply understand the guiding ideology, work objectives and key tasks of the central government on strengthening and improving party building work under the new situation.

Adhere to the Three Surroundings

First, we must persist in making suggestions and suggestions around the center. Give full play to the enthusiasm and creativity of party member cadres. At present, it is necessary to closely focus on the "Double Guarantees Action" and the "Great Discussion on the Reform and Development of Geological Exploration" being carried out by our department, carefully study the new situation, always pay attention to new changes, accurately grasp new features, put forward more ideas, think more ways and offer more good strategies, so that every decision made by the party group and departments of the Ministry can better meet the requirements of scientific development and better reflect the wishes of the grassroots and the broad masses of the people.

Second, we must persist in promoting implementation around the center. Give full play to the "frontier position" advantages of party organizations in government organs, firmly grasp the key points of implementation, and strive to respond quickly, resolutely and effectively. It is necessary to strengthen the implementation measures, formulate feasible measures in time, quantify the work content, refine the working methods and optimize the working methods, so that the broad masses of party member cadres can have a clearer direction, a clearer task and greater enthusiasm. It is necessary to clearly implement responsibilities, strengthen assessment, supervision and inspection, eliminate the problem of non-implementation of policies in a timely manner, strive to improve the execution of ministries and agencies, and turn the decision-making and deployment of party groups into practical results of scientific development.

Third, we must persist in gathering strength around the center. Conscientiously do a good job in the propaganda work of the party group's decision, the coordination work of serving the overall situation around the center, the integration of party building with specific business, and the linkage work of party building at higher and lower levels, and play a good role in promoting development, serving the masses, rallying people's hearts and promoting harmony. Especially at the critical moment in response to the international financial crisis, the party building work of government agencies should work hard to unify thoughts, enhance confidence and gather strength, and make positive contributions to ensuring growth, people's livelihood and stability.

Grasp the four combinations

First, combine the spirit of superiors with the reality of the department (system) to enhance the creativity of party building work in organs. Party building work in government organs should thoroughly understand the situation, proceed from reality, put forward specific requirements and working methods that are highly targeted and in line with reality, leave time and space for creative work in this department and unit, and embody the unity of principle and flexibility. Only in this way can the principles, policies and work arrangements of the higher authorities be better implemented in the organs.

The second is to combine the party building work of the organs with the work of the department center to overcome the problem of "one hand is hard and one hand is soft" in the work. The third is to combine investigation and research, and strive to explore and grasp the inherent laws of party building work in government organs. Facing the new situation of building a well-off society in an all-round way, some traditional ways of thinking, leadership and work of party building in government organs have been difficult to meet the new requirements. This requires us to adhere to the concept of "innovation in inheritance and development in reform", concentrate on grass-roots units, connect with reality, do a good job in investigation and study, understand all aspects, master first-hand information, constantly sum up experience, scientifically analyze and correctly evaluate the new situation faced by party building work, explore and innovate new ideas, new methods and new ways of party building work in public institutions, and continuously enhance the pertinence, effectiveness and scientificity of party building work in public institutions.

Fourth, the combination of typical demonstration and on-the-spot expansion has formed a working pattern of organs from point to area and from point to area. Flags are a good example. Advanced models have a good demonstration and role model for the development of departments and units. Party building work in government organs should be good at discovering and cultivating typical examples to promote the work with typical examples. Create a good atmosphere in the party that there are pacesetters before and pursuers after, learning from each other and promoting each other.

Achieve four breakthroughs

First, we must break through the old framework of party building and grasp party building, and adhere to the combination of point and surface. We should not only adhere to the fine tradition and valuable experience of party building work in government organs, but also dare to abandon outdated concepts and practices, firmly establish the consciousness of breaking through difficulties and being in the forefront, get rid of the ideological concepts that are incompatible with the new situation and new requirements and bind our hands and feet, and adhere to the ideological line of "emancipating our minds and forging ahead." Seeking truth from facts and keeping pace with the times "is a guide for thinking and planning work, a criterion for analyzing the situation and guiding work, and a basis for unifying thoughts and solving problems." As a standard to test the work and measure the effectiveness, we should creatively implement the Party's line, principles and policies in accordance with the requirements of "developing new ideas, reforming new breakthroughs, opening up new situations and taking new measures in all work", proceed from work practice, reform and construction practice, aim at the new situation and new problems in Party building in government organs, and carry out scientific analysis, sum up experience and respect grassroots initiative on the basis of inheriting fine traditions.
