What do supply and marketing cooperatives do?
The All-China Federation of Supply and Marketing Cooperatives (ACFMC) is mainly responsible for researching and formulating the development strategy and development plan of the national supply and marketing cooperatives, guiding the development and reform of the national supply and marketing cooperatives; organizing, coordinating and managing the operation of important agricultural means of production and agricultural and sideline products according to the authorization of the government; safeguarding the lawful rights and interests of the supply and marketing cooperatives at all levels;
coordinating the relationship with the relevant departments, guiding the national Supply and marketing cooperatives, guide the business activities of national supply and marketing cooperatives and promote the exchange of materials between urban and rural areas; publicize and implement the guidelines and policies of the CPC Central Committee and the State Council on rural economic work; participate in the activities of the International Co-operative Alliance on behalf of China's cooperatives; and undertake other matters entrusted to it by the CPC Central Committee and the State Council.

In 1999, the State Council on the resolution of several current outstanding problems of supply and marketing cooperatives notice was officially introduced, supply and marketing cooperatives focus turned to the reversal of losses and increase in profits.
In 2006, the State Council issued the "minutes of the meeting to listen to the General Chamber of Supply and Marketing on the construction of modern rural distribution service network and other related work report", the "new network project" idea fully affirmed. In November 2009, the State Council's Opinions on Accelerating the Reform and Development of Supply and Marketing Cooperatives was formally released, putting forward the objectives and tasks of the reform and development of supply and marketing cooperatives under the new situation, marking the reform and development of supply and marketing cooperatives into a new stage of reform and development.
In 2011, the All-China Federation of Supply and Marketing Cooperatives (ACFMC) initially built a system-wide operation and service network covering the county, township and village levels.
In 2013, the No. 1 document of the Central Government proposed to support supply and marketing cooperatives to carry out circulation of agricultural products and give full play to the important role of supply and marketing cooperatives in socialized agricultural services, which brought an opportunity for reform and development as well as transformation and upgrading of supply and marketing cooperatives.
In 2014, the comprehensive reform pilot of supply and marketing cooperatives was included in the work points of the Central Reform Office in 2014, and written into the Central No. 1 Document and the Government Work Report. in early April, the State Council approved and agreed to carry out pilot projects in Hebei and other four provinces, which has become the first nationwide pilot project for reform approved by the central government after the Third Plenary Session of the 18th Central Committee of the Communist Party of China (CPC). With the consent of the central government, the General Committee, together with more than 20 ministries and commissions, including the Central Agricultural Office, initiated the research and drafting of a comprehensive reform document on supply and marketing cooperatives, and the State Council executive meeting has already considered and adopted the draft document.
In July of the same year, the All-China Federation of Supply and Marketing Cooperatives (ACFMC) held a conference in the Great Hall of the People to commemorate the 60th anniversary of the founding of the Federation of Supply and Marketing Cooperatives.
In 2016, the central No. 1 document proposed to further promote the comprehensive reform of supply and marketing cooperatives and enhance the ability to serve farmers. Support supply and marketing cooperatives to establish and lead farmers' cooperatives, leading farmers to participate in the integrated development of rural industries and share the benefits of the industrial chain. The National Supply and Marketing Cooperatives Development Plan for the 13th Five-Year Plan was issued and implemented, taking the development concept of "innovation, coordination, greenness, openness, and **** enjoyment" as the lead, and putting forward the development goals, specific tasks, and general requirements for reform and development in the next five years.
In June 2017, the comprehensive reform of supply and marketing cooperatives special pilot was launched, and 32 units in 28 provinces (autonomous regions and municipalities) undertook the pilot task.
