Chapter II Dairy Industry Policy and Industrial Layout

Article 7 The layout of dairy industry should give full play to the resource advantages of traditional advantageous areas of dairy industry, and accelerate the elimination of production capacity with unreasonable layout and backward technology; According to the actual situation in various places, a new pattern of dairy industry with market orientation, distinctive characteristics, reasonable layout and coordinated development will be formed.

Article 8 Industrial zones in Northeast China and Inner Mongolia, including Heilongjiang, Jilin, Liaoning and Inner Mongolia, are important milk source bases and major dairy base in China. The number of dairy cows is large, the yield per unit area of dairy cows is not high, the forage resources are rich, and the proportion of scattered feeding is large, far from the main sales area. Focus on developing milk powder, cheese, cream, ultra-high temperature sterilized milk, etc. And develop pasteurized milk, yogurt and other products according to market demand. Strictly control the construction of homogeneous low-grade processing projects and support the construction of large-scale projects with international competitiveness.

Article 9 The industrial belt in North China, including Hebei, Shanxi, Shandong and Henan provinces, is an emerging advantageous dairy producing area and milk source producing base in China. Superior geographical location, rich forage resources and good processing foundation are the dairy cow producing areas combining cities with bases. However, the varieties of dairy cows are mixed and the yield per unit area is low. Focus on the development of milk powder, cheese, ultra-high temperature sterilized milk, pasteurized milk, yogurt and so on. And reasonably control the construction of processing projects.

Article 10 Northwest industrial zones, including Tibet, Shaanxi, Gansu, Qinghai, Ningxia and Xinjiang, have a long history of dairy farming and milk consumption, with low commodity rate of milk, diverse dairy breeds, backward farming technology and low output per unit area. Mainly develop milk powder, cheese, cream, casein and other dairy products that are convenient for storage and long-distance transportation, moderately develop ultra-high temperature sterilized milk, yogurt, pasteurized milk and other products, reasonably control the construction of processing projects, and encourage the development of local dairy products.

Article 11 Southern industrial zones, including Jiangsu, Zhejiang, Anhui, Fujian, Jiangxi, Hubei, Hunan, Guangdong, Guangxi, Hainan, Sichuan, Guizhou, Yunnan 13 provinces, are the main consumption areas of milk, with few cows and large buffaloes, small milk production, relatively high economic development and high population density. Mainly develop pasteurized milk, cheese, yogurt, moderately develop condensed milk, ultra-high temperature sterilized milk, milk powder and other dairy products, and rationally arrange dairy processing enterprises according to the development and distribution of milk sources. Encourage the development of buffalo milk processing and other dairy products with local characteristics.

Article 12 The industrial areas around big cities such as Beijing, Tianjin, Shanghai and Chongqing are urban dairy producing areas with high degree of modernization of dairy farming, high degree of improved varieties, high yield of dairy cows per unit area, concentrated population, large consumer market and strong processing capacity. Support dairy processing technology research and industrial upgrading, encourage the development of new dairy products, focus on developing low-temperature products such as pasteurized milk and yogurt, and moderately develop cheese, cream and functional dairy products. This region should take the lead in realizing the modernization of dairy industry, ensuring the supply of urban market and promoting the harmonious development of urban and rural economy. In principle, no new processing projects will be laid out.
