Baoding Industrial Heritage Protection and Utilization Regulations
Industrial heritage is divided into tangible industrial heritage and intangible industrial heritage. Article 4 The protection and utilization of industrial heritage shall follow the principles of scientific planning, local management, effective protection and rational utilization. Article 5 Any unit or individual shall protect industrial heritage in accordance with law.
Encourage units and individuals to destroy or endanger the behavior of the industrial heritage in accordance with the law to discourage, report or charge. Article 6 The people's governments at the municipal and county levels shall be responsible for the protection and utilization of industrial heritage within their administrative regions.
The administrative department of cultural relics shall be responsible for the supervision and management of the protection and utilization of industrial heritage in the administrative area.
Development and Reform, Industry and Information Technology, State-owned Assets, Urban and Rural Planning, Finance, Housing and Urban and Rural Construction, Land, Science and Technology, Environmental Protection, Public Security, Fire Protection, Transportation, Tourism, Human Defense, Archives, Market Supervision, Comprehensive Law Enforcement of Urban Management and other relevant departments, within their respective areas of responsibility, to do a good job in the protection and utilization of industrial heritage.
The township (town) people's government, street offices and village (neighborhood) committee where the industrial heritage is located, shall assist the relevant departments to do a good job in the protection and utilization of industrial heritage. Article 7 The administrative department of cultural relics shall, in conjunction with the urban and rural planning, industry and state-owned departments to organize the preparation of special planning for the protection and utilization of industrial heritage, reported to the people's government at this level for approval, and incorporated into the national economic and social development planning at this level, the protection of historical and cultural cities planning or urban master plan.
County (city) industrial heritage protection and utilization of special planning, shall be reported to the municipal heritage administrative department for the record. Article VIII of the municipal and county people's governments should be industrial heritage protection funds included in the financial budget at this level. Article 9 The people's governments at the municipal and county levels and their relevant departments shall make full use of publications, exhibitions, radio, television, the Internet and other media and channels to strengthen publicity and education on the protection and utilization of industrial heritage, to improve the citizens' knowledge of the value of industrial heritage, and to enhance the citizens' awareness of the protection and utilization of industrial heritage. Article 10 gives full play to the active role of social forces in industrial heritage survey, identification, scientific research and protection and utilization.
Encourage social forces to support and participate in the protection and utilization of industrial heritage through donations and contributions.
The units or individuals who have made outstanding contributions to the protection and utilization of industrial heritage shall be rewarded by the people's governments at the municipal and county levels. Article XI of the municipal cultural relics administrative department shall, in conjunction with the development and reform, industry and information, capital, urban and rural planning, finance, housing and urban and rural construction, land, science and technology, environmental protection, public security, fire, transportation, tourism, human security, urban management and law enforcement and other relevant departments to establish a joint meeting system, organization and coordination of industrial heritage protection and utilization of relevant matters, major matters reported to the municipal people's government for approval. Chapter II Census and Recognition Article 12 The municipal people's government shall set up an expert committee on industrial heritage protection, which shall be composed of professionals in cultural relics, industry, history, culture, science and technology, planning, architecture, tourism and law, etc., to provide consultation on the census and recognition of industrial heritage, and to evaluate the industrial heritage. Article 13 The census of industrial heritage shall be carried out regularly. The municipal administrative department of cultural relics is responsible for formulating specific measures for the city's industrial heritage census and organizing its implementation.
The owners, managers or users of industrial heritage shall cooperate with the census. Article 14 The owner, manager or user of the industrial heritage can declare the industrial heritage to the competent administrative department of cultural relics, and other units or individuals can recommend the industrial heritage to the competent administrative department of cultural relics. Article 15 The municipal administrative department of cultural relics shall, in conjunction with the relevant departments, put forward a proposed list of municipal industrial heritage based on the evaluation opinions of the municipal industrial heritage protection expert committee, and report it to the municipal people's government for examination and determination. Article 16 The municipal people's government may directly recognize the industrial heritage as municipal industrial heritage if it meets one of the following conditions:
(1) key state-owned industrial enterprises built during the First Five-Year Plan and the Second Five-Year Plan after the founding of the PRC;
(2) major industrial enterprises built during the Cultural Revolution;
(2) major industrial enterprises built during the Cultural Revolution;
(3) major industrial enterprises built during the Second Five-Year Plan; and (b) State-owned industrial enterprises built during the Cultural Revolution with great influence;
(c) very representative state-owned industrial enterprises built since the reform and opening-up. Article 17 Non-state-owned industrial enterprises, industrial heritage that meets one of the following conditions, after consulting the owner, manager or user and the public, the Municipal People's Government may recognize it as municipal industrial heritage:
(1) scarcity in a certain period of time, and has a greater influence in the city;
(2) representativeness or advancement in the same industry in the city in the same period;
(3) very representative of the state-owned industrial enterprises constructed since the reform and opening-up period. advanced;
(3) business name with high visibility in the country or the province;
(4) representative of the body of the building still exists, the architectural pattern is complete with the characteristics of the era and industrial style features;
(5) related to the important historical process, historical events, historical figures, or carry a sense of national identity, sense of belonging to the region;
(6) Reflecting the history of the city's characteristics of industrial development, the city's economic and social development has played an important role in promoting;
(vii) traditional production processes, manual skills and other high value;
(viii) other can be recognized as industrial heritage.
