Explaining the draft law, Cai Wu, Minister of Culture of China, said that China had joined the UNESCO Convention for the Protection of Intangible Cultural Heritage in August 2004. The Convention requires States parties to take legal measures to ensure the protection, promotion and display of intangible cultural heritage.
