Regulations of Hunan Province on the Promotion of Advanced Manufacturing Industry

Article 1 In order to promote the high-quality development of advanced manufacturing industries, cultivate and expand emerging manufacturing industries, promote the transformation and upgrading of traditional manufacturing industries, and build an important highland of advanced manufacturing industries in China, these Regulations are formulated in accordance with relevant laws and administrative regulations and in light of the actual situation of this province. Article 2 To promote the development of advanced manufacturing industry, we should follow the principles of market-led, government-guided, innovation-led, open-driven, overall promotion, regional coordination and key breakthroughs. Article 3 The people's governments at or above the county level shall incorporate the development of advanced manufacturing industry into the national economic and social development plan, establish and improve the working mechanism of promoting the development of advanced manufacturing industry as a whole, and coordinate and solve major problems in the development of advanced manufacturing industry.

The competent department of industry and information technology of the people's government at or above the county level is responsible for the promotion, coordination and evaluation of advanced manufacturing industry. Other relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in promoting advanced manufacturing. Article 4 The provincial people's government shall organize the preparation of the development plan of advanced manufacturing industry, and define the overall objectives, main tasks, industrial layout, work priorities and safeguard measures for the development of advanced manufacturing industry.

The people's governments of cities (autonomous prefectures) and counties (cities, districts) with districts shall formulate implementation plans according to the development plan and actual situation of advanced manufacturing industry in this province. Article 5 The people's governments of provinces and cities divided into districts (autonomous prefectures) shall establish R&D support, application encouragement and risk compensation mechanisms, support key enterprises, key projects and key products in the fields of basic parts, basic software, basic materials, basic technology and industrial technology foundation, and promote the transformation of industrial bases.

The competent department of industry and information technology of the provincial people's government shall, jointly with relevant departments, build an industrial technology-based public service platform and an industrial basic database, regularly publish a catalogue of technical research in industrial basic fields, and reward and fund enterprises or teams that have made major breakthroughs in research and realized industrialization in accordance with regulations. Article 6 The provincial people's government shall promote the development of key industrial chains of advanced manufacturing industries, promote the construction of major industrial chain projects, and establish a long industrial chain system linked by provinces, cities and districts (states). Leaders of all links in the industrial chain and relevant departments should regularly schedule and coordinate to solve the difficulties and problems in the process of major project construction and industrial development in the industrial chain in a timely manner.

Encourage key industrial chain related parks and leading enterprises with ecological advantages as chain owners, take the lead in establishing the same body of upstream and downstream enterprises in the industrial chain, and cooperate in technological innovation and industrialization.

The provincial people's government should establish a mechanism to link government support with the investment promotion of leading enterprises in the industrial chain, and guide leading enterprises to attract upstream and downstream enterprises to invest in this province. Article 7 Our province will focus on the construction of advanced manufacturing industrial clusters such as construction machinery, rail transit equipment, small and medium-sized aero-engines, aerospace equipment and electronic information, new materials, new energy and energy conservation, power transmission and transformation equipment, promote the transformation and upgrading of traditional advantageous industrial clusters such as petrochemical, nonferrous metals, automobile manufacturing, smelting and rolling, agricultural machinery, and cultivate future and emerging pillar industrial clusters such as artificial intelligence, industrial Internet, ecological environment protection, biotechnology, medicine and medical devices.

The people's governments of provinces, cities divided into districts (autonomous prefectures) and conditional counties (cities, districts) should make overall plans for the regional layout of industrial clusters, establish a hierarchical cultivation system for industrial clusters, establish industrial cluster promotion organizations relying on leading enterprises, scientific research institutes, industry associations, industrial alliances, consulting institutions and other subjects, and innovate the governance model of industrial clusters. Article 8 The people's governments of provinces, districts and cities (autonomous prefectures) shall strengthen the planning and guidance for the development of advanced manufacturing industries in industrial parks, promote the marketization, differentiation and characteristic development of industrial parks, and avoid homogenization competition. Encourage national parks and provincial parks to establish a model of gradient layout, benefit sharing, complementary resources and coordinated development.

The provincial people's government shall conduct a special assessment of the development of advanced manufacturing industries in the people's governments of cities and autonomous prefectures with districts above the provincial level, and establish a linkage mechanism between the assessment results and the special support of the province.

Encourage qualified parks to carry out high-quality development and reform experiments of manufacturing industry, establish a comprehensive evaluation system of parks with indicators such as per mu tax, land conservation and intensive use, leading industry development, open economy development, scientific and technological innovation, energy conservation and emission reduction, and environmental protection as the core content, and build a demonstration park for high-quality development of manufacturing industry. Article 9 The people's governments at or above the county level shall formulate a guiding plan for the cultivation of advanced manufacturing enterprises, provide full-cycle services from technology incubation to enterprises, industries and industrial clusters, strengthen the gradient cultivation of enterprises, and promote the construction of a new pattern of coordinated development of pilot enterprises, individual champion enterprises and special innovation "little giant" enterprises.

The people's governments at or above the county level shall strengthen the training of entrepreneurs, formulate training plans for entrepreneurs in advanced manufacturing fields, cultivate entrepreneurs with strategic thinking, capital operation, risk management and control, independent innovation ability and international vision, and improve the management level and international competitiveness of enterprises. Article 10 The provincial people's government and its relevant departments shall establish and improve the industrial technology innovation system, and take effective measures to support major innovation platforms such as national major scientific and technological infrastructure, national key laboratories, national technology innovation centers, national industrial innovation centers, and national manufacturing innovation centers to settle down or set up sub-centers in this province.

The provincial people's government and its relevant departments shall support leading enterprises in the industry to undertake major national science and technology projects in conjunction with universities, research institutes and upstream and downstream enterprises in the industry, and carry out key technological breakthroughs and achievements transformation that restrict industrial development.

The people's governments at or above the county level shall establish an incentive and risk compensation mechanism to promote the demonstration and application of the first (set) of major technical equipment, the first batch of sub-materials, the first version of software and the first set of basic parts, and promote the popularization and application of new technologies, new products and new services.
