On July 29th, the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission issued the Notice on the National Urban Infrastructure Construction Plan during the Tenth Five-Year Plan period, proposing to encourage various financial institutions to increase credit support for urban infrastructure construction projects on the premise of legal compliance and controllable risks. Distinguish the operational and non-operational attributes of related construction projects, establish a cooperation mechanism for sharing risks and benefits between government and social capital, and adopt various forms to standardize and orderly promote the cooperation between government and social capital (PPP). Promote the healthy development of real estate investment trusts (REITs) in the infrastructure sector and revitalize the existing assets of urban infrastructure. People's governments at all levels should formulate relevant policies and measures in light of local conditions and encourage social capital to participate in infrastructure construction, operation, maintenance and service. Encourage private investment to focus on urban infrastructure and participate in project construction in key areas through comprehensive development model.

During the Tenth Five-Year Plan period, with the goal of building a high-quality urban infrastructure system, guided by overall optimization and collaborative integration, we will shift from incremental construction to paying equal attention to improving the quality and efficiency of stocks and incremental structural adjustment, responding to the requirements of peak carbon dioxide emissions and carbon neutrality, coordinating the development of systems and parts, stocks and increments, construction and management, gray and green, traditional and new urban infrastructure, and promoting the systematic construction of urban infrastructure; Promote the interconnection of major regional infrastructure and promote the integrated development of urban and rural infrastructure; Improve the community supporting infrastructure, get through the "last mile" of urban construction management, and ensure that residents enjoy a sound infrastructure supporting service system.

By 2025, the green transformation of urban construction mode and production and lifestyle has achieved remarkable results, the level of infrastructure systematization, operational efficiency and risk prevention ability have been significantly improved, the "urban diseases" in megacities have been effectively alleviated, infrastructure operation has become more efficient, the quality of infrastructure in large and medium-sized cities has been significantly improved, and infrastructure shortcomings in small and medium-sized cities have been accelerated. By 2035, a complete, efficient, practical, intelligent, green, safe and reliable modern urban infrastructure system will be built in an all-round way, and the construction mode will basically realize green transformation, and the overall quality, operational efficiency and service management level of facilities will reach the international advanced level.
