Measures of Ningxia Hui Autonomous Region on Implementing the Law of the People's Republic of China on Agricultural Technology Promotion

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Law of the People's Republic of China on the Promotion of Agricultural Technology (hereinafter referred to as the Law on the Promotion of Agricultural Technology) and in light of the actual situation of the autonomous region. Article 2 The term "agricultural technology" as mentioned in these Measures refers to the scientific research achievements and practical technologies applied in planting, forestry, animal husbandry and fishery, including improved seed breeding, fertilizer application, feed preparation, prevention and control of diseases and pests, cultivation, breeding and veterinary animal husbandry technologies, processing, preservation, storage and transportation technologies of agricultural and sideline products, agricultural machinery technology and agricultural aviation technology, farmland water conservancy, soil improvement, grassland improvement, soil and water conservation, rural water supply and rural energy.

The term "agricultural technology popularization" as mentioned in these Measures refers to the activities of popularizing agricultural technology in the whole process of agricultural production before, during and after delivery through experiments, demonstrations, publicity, training, guidance and consulting services. Article 3 Agricultural technology popularization shall follow the principles stipulated in the Agricultural Technology Popularization Law and be carried out in strict accordance with the procedures of testing, demonstration and popularization. Article 4 People's governments at all levels shall encourage and support agricultural scientific and technological personnel and agricultural labourers to popularize and apply advanced agricultural technologies; Encourage and support the introduction of advanced agricultural technology at home and abroad, and promote cooperation and exchanges in agricultural technology popularization. Article 5 People's governments at all levels shall encourage and support agricultural technology popularization institutions, agricultural scientific research institutions, relevant schools, mass scientific and technological service organizations, agricultural production and operation organizations and agricultural technicians to carry out multi-level, multi-channel and multi-form technology development, technology transfer and technical service activities in accordance with relevant regulations, set up economic entities of technology, agriculture (industry) and trade, and invigorate the agricultural technology market. Article 6 The administrative departments of agriculture, forestry, animal husbandry and water conservancy of the people's governments at or above the county level (hereinafter referred to as the administrative departments of agriculture) shall, according to their respective functions and duties, be responsible for the relevant agricultural technology popularization work within their respective administrative areas. The administrative department of science and technology of the people's government at the same level shall guide the popularization of agricultural technology. Chapter II Agricultural Technology Extension System Article 7 Agricultural technology extension institutions at all levels in the country, agricultural scientific research institutions, relevant schools, various mass agricultural science and technology organizations and farmer technicians constitute an agricultural technology extension system.

Agricultural technology popularization is mainly organized and implemented by national agricultural technology popularization institutions at all levels.

People's governments at all levels encourage and support enterprises and institutions such as supply and marketing cooperatives, agriculture, industry and commerce, and agricultural products processing, as well as social organizations such as science and technology associations, relevant societies, research associations and scientific and technical personnel from all walks of life to carry out agricultural technology extension service activities in rural areas under the management, supervision and coordination of agricultural administrative departments. Eighth agricultural technology popularization institutions at or above the county level shall, under the leadership and guidance of the agricultural administrative departments at the same level and the agricultural technology popularization institutions at higher levels, carry out the work of agricultural technology popularization, and their main responsibilities are:

(a) to participate in the formulation of agricultural technology popularization plans and plans within their respective jurisdictions, and to organize their implementation;

(two) to select and organize the implementation of agricultural technology popularization projects and formulate agricultural technology regulations;

(three) to test and demonstrate the agricultural technology determined to be popularized;

(four) to guide the agricultural technology popularization activities of agricultural technology popularization institutions and agricultural technology popularization service organizations at lower levels;

(five) to participate in the appraisal and reward of agricultural scientific and technological achievements and the examination and approval of practical technologies;

(6) Collecting and transmitting agricultural scientific and technological information and economic information, and developing agricultural technical services;

(seven) imparting knowledge of agricultural science and technology, training agricultural technicians, summing up the experience of popularizing agricultural technology, and carrying out academic exchange activities;

(eight) to carry out professional investigation, planning, design, monitoring, forecasting, evaluation, consulting and other business work. Ninth township (town) agricultural technology popularization institutions are grass-roots institutions and dispatched units of county-level agricultural technology popularization institutions, which are under the dual management of county-level agricultural administrative departments and township (town) people's governments, and the county-based management system.

The main responsibilities of the township (town) agricultural technology extension institutions are:

(a) according to the superior and township (town) agricultural technology promotion plan, to carry out the experiment, demonstration and promotion of agricultural technology;

(two) agricultural technical training and technical guidance for village and team farmers' technicians and science and technology demonstration households;

(three) to impart and popularize agricultural science and technology knowledge and practical technology, and to organize farmers to learn and apply agricultural science and technology;

(four) to provide various forms of technical services for agricultural workers. Tenth administrative villages and agricultural collective economic organizations to establish agricultural technology extension comprehensive service organizations or equipped with farmers' technicians, belonging to the nature of private assistance, accept the business guidance of township (town) agricultural technology extension institutions in agricultural technology extension. Eleventh to promote agricultural technology in rural areas, qualified farmers should be selected for application demonstration. Rural science and technology demonstration households demonstrate and disseminate practical agricultural technologies under the guidance of agricultural technology extension service organizations or agricultural technology extension personnel. Twelfth people's governments at all levels encourage and support the development of private agricultural technology popularization organizations, and their legitimate rights and interests are protected by law.

The technical qualifications of private agricultural technology popularization organizations shall be examined and determined by the competent agricultural administrative department of the people's government at or above the county level, and only after obtaining the qualification certificate can they engage in agricultural technology popularization according to law.
