Measures to Protect and Develop Minnan Culture in Xiamen Special Economic Zone

Chapter I General Provisions Article 1 In order to strengthen the protection and development of Minnan culture, inherit Chinese excellent traditional culture, carry forward socialist core values, enhance cultural self-confidence and promote cultural prosperity and development, these measures are formulated in accordance with the basic principles of relevant laws and administrative regulations and the actual situation of Xiamen Special Economic Zone. Article 2 Minnan culture as mentioned in these Measures refers to the spiritual wealth and material wealth with distinctive regional characteristics, which is represented by Minnan area and reflects Minnan humanities in the process of social and historical development. Article 3 The protection and development of Minnan culture should adhere to the principles of government-led, social participation, people-oriented, live transmission, protection priority, scientific utilization, local conditions, overall protection, exchange and mutual learning, openness and tolerance, classified guidance and innovative development. Article 4 The municipal and district people's governments shall strengthen the organization, leadership and overall coordination for the protection and development of Minnan culture.

The competent department of culture is specifically responsible for the guidance, supervision, coordination and organization of cultural protection and development in southern Fujian.

Resource planning, development and reform, civil affairs, finance, commerce, agriculture and rural areas, education, construction, municipal gardens, ethnic and religious departments. * * Should be within the scope of their respective duties, do a good job in the protection and development of Minnan culture. Article 5 The municipal and district people's governments shall incorporate the funds needed for the protection and development of Minnan culture into the fiscal budget at the same level, and establish a fund guarantee mechanism suitable for economic and social development.

Encourage and guide social funds to participate in the protection and development of Minnan culture. Article 6 The Municipal People's Government shall set up an expert committee for the protection and development of Minnan culture (hereinafter referred to as the expert committee) to provide professional advice for the protection and development of Minnan culture, and participate in relevant evaluation and demonstration activities in accordance with regulations.

The organizational form and working rules of the expert committee shall be formulated by the municipal cultural department in conjunction with relevant departments, promulgated and implemented after being approved by the Municipal People's Government, and updated and adjusted in a timely manner according to the actual situation. Seventh to encourage the protection and development of Minnan culture related industry organizations to study and publicize Minnan culture, carry out industry services according to law, strengthen industry self-discipline, and safeguard the legitimate rights and interests of the industry. Eighth encourage and support units and individuals to participate in the protection and development of Minnan culture through research, collection, display, inheritance, donation and voluntary service. Chapter II Planning and Protection Article 9 The municipal and district people's governments shall incorporate the protection and development of Minnan culture into the national economic and social development plan. The national spatial planning and the protection planning of scenic spots should fully consider the needs of the protection and development of Minnan culture, promote the organic integration and development of Minnan culture, and protect and continue the context. Article 10 The municipal administrative department of culture shall, jointly with the municipal administrative department of resource planning, prepare a special plan for the protection and development of Minnan culture (hereinafter referred to as the special plan), clarify the content, scope, methods and measures of its protection and development, and report it to the Municipal People's Government for approval before promulgation and implementation.

Special planning should delimit the key areas of Minnan cultural and ecological protection zone (hereinafter referred to as key areas) and implement overall protection. The delineation of key areas should consider the needs of urban construction and cultural protection in southern Fujian.

Special planning is an important basis for the protection of Minnan culture, and any unit or individual should abide by it. Eleventh District People's Government shall, according to the requirements of special planning, formulate protection plans for key areas and organize their implementation.

Town planning and village planning involving key areas shall solicit the opinions of the municipal cultural department; If the municipal administrative department of culture thinks that the town planning and village planning do not meet the requirements of special planning, the planning department shall make timely adjustments to the town planning and village planning.

Construction projects involving key areas, such as new construction and reconstruction, shall not have a destructive impact on their traditional pattern and historical features. The relevant competent departments shall solicit the opinions of the relevant district people's government and the municipal cultural department on the protection of key areas involved in the project through the comprehensive management platform of multi-regulation. The following protected objects should be included in the protection list:

(1) takes Minnan traditional oral literature such as Minnan nursery rhymes and Minnan dialect as the carrier;

(2) Minnan traditional music, drama and folk art, such as Nanyin, Response Drum, Taiwanese Opera, Gaojia Opera, Telling the Ancient, Bag Puppet Show and Lotus Hymn;

(3) Traditional Minnan techniques such as Minnan traditional residential buildings, Xiamen lacquered line carving, Xiamen bead embroidery, Xiamen micro carving, Tongan tin carving, pearlescent celadon and shadow carving;

(4) Traditional Minnan art and calligraphy with historical value, such as traditional Minnan paintings, lacquer paintings and cliff stone carvings;

(5) Minnan traditional medicine, such as Minnan snake wound therapy, Xiamen herbal medicine and traditional Chinese medicine osteopathy;

(6) Minnan folk customs such as Mid-Autumn Festival cake-making, emperor Baosheng's belief custom, Fujian-Taiwan king boat-sending, Haicang centipede pavilion, etc.

(7) Traditional sports and entertainment in southern Fujian, such as Xiajin Songjiang Array, Jimei Dragon Boat Race, Xiang 'an Breast-beating Dance, Xinkun Wuzu Boxing, etc.

(eight) pancakes, satay noodles, Xiamen Nanputuo vegetarian dishes and other Minnan diets;

(9) Historical buildings and blocks with typical Minnan style, such as Minnan red brick building, Xiamen decorative style, Jiageng building, arcade, ancient archway, etc.

(10) Memory heritage of overseas Chinese in southern Fujian, such as archives, genealogy and family documents;

(eleven) the old brand that embodies the cultural characteristics of southern Fujian;

(12) Other cultural expressions or carriers that embody Minnan culture and have historical, literary, artistic and scientific value or are representative.
