How to transfer the archives to the State Archives?

"Measures for the Implementation of the Archives Law," Article 13, paragraph 2, provides for the transfer of archives to the comprehensive archives into the unit of the time limit: belonging to the central and provincial-level, municipal-level state archives to receive the scope of the archives, the unit shall be filed from the date of the formation of the archives of the full 20 years to the national archives to hand over; belonging to the county-level state archives to receive the scope of the archives, the unit shall be filed from the date of the formation of the archives full 10 years to hand over to the relevant state archives. The archiving unit shall transfer the records to the State Archives concerned after 10 years from the date of formation of the records. The above-mentioned units may apply to the archives administration at the same level for early or delayed transfer; the archives administration at the same level may decide on the early or delayed transfer. Article 8 of the General Principles for the Work of Archives stipulates the requirements and formalities for the transfer of archives: (1) The archives should maintain the integrity of the whole file and meet the quality requirements of the file; (2) The organizational history, the introduction to the whole file, and the relevant retrieval tools compiled by the filing unit should be received together with the archives; (3) The two parties to the hand-over must make an inventory of and check the transfer of the directory and sign and stamp on the hand-over documents.
