Peace and security are considered as a basic national right. The new changes in the international security situation have enriched the connotation of this right.

Traditional security generally refers to some "advanced political security issues" in the traditional sense, such as national defense issues, territorial disputes, sovereignty issues, and military situations between countries. These problems are related to the life and death of the nation, the country and the political power, so they have always been regarded as the core issues in security. Non-traditional security generally refers to other security issues besides traditional security issues, and is generally defined as the so-called "low-level political security issues". In addition to non-traditional security factors such as economic security, terrorism, drug smuggling, transnational crime and infectious diseases, new factors such as information security and cultural security have continuously expanded the extension of non-traditional security.

After the end of the Cold War, the world was in an environment without large-scale military conflicts, and peace and development became the theme of the times. However, the traditional security threats have not been completely eliminated. During the period from 1990 to 2000, the frequency of local wars and armed conflicts actually exceeded the period of bipolar pattern. After the disintegration of the bipolar pattern, ethnic, religious, territorial and social contradictions that were concealed in some countries and regions in the past were exposed completely. At the same time, hegemonism and power politics have shown new manifestations, and the world is not peaceful.

With the in-depth development of economic globalization, countries are increasingly interdependent, and the influence of non-traditional security has the conditions for rapid spread. Non-traditional security factors cross national boundaries and exceed the control ability of a single country, which has become a common problem for all countries. The international community has to bear the double pressure of two security factors. Non-traditional security and traditional security have different characteristics. Actors and sources in traditional security issues generally come from conflicts and disputes between sovereign States, which are mainly the result of the actions of the state and the government. The actors and sources of non-traditional security problems are diverse, and many non-traditional security threats are not directly caused by state actions, but the result of various non-state actors violating national policies and laws. Therefore, compared with traditional security issues, non-traditional security issues are more social, transnational and global. They have brought new challenges to international security cooperation.
