The year 2008 marks the 60th anniversary of the establishment of the World Health Organization and the 30th anniversary of the Almaty Declaration. In order to give full play to the role of traditional medicine in human health care system, review the progress made by member countries in the field of traditional medicine, exchange experiences in developing traditional medicine, and promote the development of traditional medicine, it is co-sponsored by the World Health Organization, the people of China, the Ministry of Health of China and state administration of traditional chinese medicine, and co-sponsored by the World Federation of Acupuncture Societies, the World Association of Self-medication, the World Pharmaceutical Society and the World Federation of Chiropractors.

According to Xinhuanet, "The World Health Organization's first World Health Organization Conference on Traditional Medicine aims to evaluate the role of traditional medicine in the construction of health care system, review and summarize the achievements and progress, and promote the integration of traditional medicine and complementary alternative medicine into the national health care system."

According to Gao Ziyang, a reporter from United Nations Radio, the first World Health Organization Congress on Traditional Medicine was held in Beijing, China from 7 to 9 October, and the Beijing Declaration was reached.
